Rail Movement Controller

The Rail Movement Controller (RMC) is responsible for the real-time control of Works Train and Road Rail Vehicle (RRV) movements within areas under MMSP CP106 Construction Railway Operations control. Working within the approved track access and possession arrangements, the RMC issues movement authorities, prevents conflicting movements and maintains an accurate picture of railway activity.

The RMC works closely with the Construction Railway Operations Manager (CROM), Track Access Planner, Works Train Manager, Drivers, RRV Operators, Worksite Safety Supervisors (WSS) and Points Operators to support safe construction activities across the depot and mainline.

• →Control and coordinate authorised Works Train and RRV movements within the approved operational limits.
• →Issue, confirm, cancel and close movement authorities, ensuring that movements do not conflict with other vehicles, possessions or worksites.
• →Maintain accurate records of vehicle locations, movement limits, worksite status, point positions and operational restrictions.
• →Coordinate with the WSS before authorising a movement into or through a protected worksite.
• →Confirm route availability and point arrangements with the relevant operational personnel before authorising movement.
• →Communicate movement instructions and changes clearly using approved safety-critical communication methods.
• →Stop or suspend movements when an unsafe condition, unclear instruction, communication failure or operational conflict is identified.
• →Coordinate the railway operational response to incidents, vehicle failures and emergencies under the direction of the CROM.
• →Record defects, incidents, near misses and breaches of operational rules, and complete clear and accurate shift handovers.
• →Comply with the CCRRB, Works Train Procedure, Worksite Safety Operations procedure and approved track access arrangements.

• Recognised railway movement control competence and formal authorisation to undertake RMC duties on CP106, or completion of the approved project training and assessment before carrying out unsupervised duties.
• Required project induction, medical fitness and route or area knowledge relevant to the sections being controlled.
• Experience in railway movement control, construction railway operations, depot operations or a comparable rail control environment.
• Good understanding of movement authorities, possessions, worksite protection, points, route restrictions and train and RRV operations.
• Strong safety-critical communication, decision-making, situational awareness and record-keeping skills.
• Ability to communicate clearly in English and work effectively with Drivers, WSSs and other construction teams.
• Willingness to work shifts to support construction railway operations.
