The Business Manager is a designated Key Personnel position supporting the Strategic Petroleum Reserve (SPR) Protective Force subcontract. The Business Manager leads financial and business administration, including budgeting, forecasting, cost control, payroll and billing support, procurement coordination, management reporting, and workforce and resource planning. The role serves as a business liaison among program and site leadership, the M&O Contractor, and Constellis corporate functions to maintain financial accountability, support efficient contract execution, and ensure compliant, audit-ready business operations. The incumbent must meet subcontract Key Personnel qualification requirements and is subject to M&O approval.
Responsibilities
~2 min read- →Lead program budgeting, forecasting, financial planning, and management reporting across SPR Protective Force activities and contract locations.
- →Support annual budget requests for staffing, labor, equipment, services, and other resources, and identify cost-saving opportunities and fiscal impacts.
- →Maintain cost tracking and variance analysis and prepare recurring labor reports, including weekly overtime reporting and monthly payroll or labor-hour summaries by site.
- →Manage and coordinate general accounting, payroll support, accounts payable, billing, accruals, reconciliations, month-end close, and related financial reporting.
- →Manage Costpoint-related business activities, including requisitions, charge codes, cost allocation, financial tracking, and reporting.
- →Prepare executive reports, presentations, forecasts, and analyses addressing financial performance, operational metrics, risks, trends, and program outlook.
- →Maintain audit-ready financial, procurement, payroll, and business records; support internal, external, customer, and government audits; and monitor compliance with internal controls.
- →Coordinate procurement and requisition activities for equipment, materials, supplies, facilities support, and services in accordance with company, M&O, contractual, and approval requirements.
- →Support accountability and financial control of Government-furnished and subcontractor-provided property and other program resources.
- →Coordinate with Human Resources and Recruiting on workforce transition, hiring, onboarding, personnel administration, staffing readiness, and labor-cost impacts.
- →Support administration of approved compensation, benefits, travel, relocation, employee-relations, and labor-related processes in coordination with Human Resources and program leadership.
- →Develop and maintain business SOPs and internal controls and implement process improvements that increase accuracy, strengthen controls, and improve operating efficiency.
- →Establish and monitor key business metrics and provide data-driven recommendations to the Project Manager and program leadership.
- →Serve as the primary business partner to SPR program leadership, site leadership, and Constellis corporate Finance, Human Resources, Recruiting, Procurement, and other functional organizations.
- →Perform other duties as assigned in support of successful contract execution.
- Work is primarily performed in an office environment with routine travel to SPR program locations in Louisiana and Texas as required.
- The position may require work outside normal business hours to support month-end close, audits, transition or mobilization activities, and urgent program requirements.
- The incumbent must be able to access DOE and SPR facilities and comply with applicable site security, safety, and access requirements.
Requirements
~1 min read- U.S. citizenship and ability to meet contract and DOE site-access requirements.
- Bachelor's degree from an accredited college or university in Accounting or Finance.
- Minimum of 10 years of financial and/or business-related experience, including at least 5 years in a management capacity.
- Broad knowledge of financial disciplines, automated business systems, accounting procedures, and internal controls.
- Demonstrated experience in finance, general accounting, payroll, accounts payable, billing, and logistics, with a strong emphasis on forecasting and analysis.
- Extensive experience using automated accounting systems, spreadsheets, databases, Microsoft PowerPoint, web-based systems, and business-reporting tools.
- Professional written, verbal, interpersonal, analytical, organizational, and problem-solving skills.
- Ability to manage multiple priorities, resolve conflicting demands, and meet tight deadlines.
- Ability to obtain and maintain the DOE security clearance required for Key Personnel and successfully complete contract-required background, drug, and security screening.
- Valid driver's license.
- Master of Business Administration (MBA).
- Prior financial or business-management experience in a U.S. Government contracting environment.
- Experience supporting DOE, NNSA, SPR, protective-force, or other highly regulated government programs.
- Experience with Deltek Costpoint or a comparable government-contracting accounting and enterprise resource planning system.
