Summary:

The Director, Government Relations in Colorado is responsible for managing contracts and relationships with Colorado state agencies (e.g., the Departments of Public Health and the Environment, Health Care Policy and Financing, Department of Regulatory Affairs, Office of information Technology, and Behavioral Health Administration). This position manages a growing portfolio of existing projects and leads the development of new and innovative projects. Work with includes program management of all deliverables within stated deadlines, internal coordination of the contracts with various departments in Contexture, coordinating invoicing and revenue monitoring, and writing reports.

 

The Director will help the state agencies partner with the health information exchange to accomplish strategic goals, including improving health outcomes, promoting an integrated healthcare system, and strengthening health information technology infrastructure. This role requires the ability to work independently as well as with a variety of groups. Maintaining flexibility while working on various project efforts simultaneously is key to this role.

 

This position is based in Denver Colorado; or Grand Junction, Colorado and requires local residency in one of these base locations. Our strategic flexibility allows for local work from home opportunities.

Essential Duties and Responsibilities include the following:

  • Serve as primary point of contact with Colorado state agency partners, building strong relationships and acting as liaison between agencies and Contexture departments.
  • Engage executive leadership of state agencies to build and maintain a portfolio of Colorado initiatives and relations, overseeing projects from contract negotiation through development and implementation.
  • Continually monitor portfolios to ensure products and services are delivered as contracted (or otherwise agreed upon), including, but not limited to, scope of service and timeline.
  • Coordinate the notification and completion of necessary documentation for invoicing and revenue recognition.
  • Provide regular status updates that identify barriers, recommend solutions, and facilitate decision-making on the scope of projects and the prioritization of efforts.
  • Coordinate complex project management functions across multiple internal departments.
  • Ensure state government customers receive the highest standard of customer service.
  • Develop scopes of work and contracts to support Medicaid, public health, human services, and grant funded projects in collaboration with other departments.
  • Support the coordination with the Consortium for State and Regional Interoperability (CSRI) as needed.
  • Build and strengthen relationships of trust and confidence with stakeholders to proactively identify opportunities for collaboration.
  • Provides daily supervision and management of assigned staff, maintain allocated staffing levels including leading recruitment efforts, training, and creating on-boarding plans for new or transferred employees, performance management including annual reviews, disciplinary actions, and terminations.
  • Performs other related duties as assigned.

 

Skills

  • Ability to lead and motivate teams across departments and outside of direct supervisory chain.
  • Outstanding written, verbal, and presentation communication skills.
  • Effectively manage multiple, competing priorities in a dynamic environment.
  • Utilize tools and techniques of project management.
  • Advanced knowledge of Microsoft Office suite.
  • Strong working knowledge of health care market, government agencies, and relevant state and federal policy.
  • Ability to provide supportive supervision and manage staff performance.

 

Education/Experience

  • Minimum of 8+ years of related experience in the fields of state government, healthcare, public policy, or technology.
  • Bachelor’s Degree required preferably in Healthcare, Business, Public Administration, or another related field.
  • Master’s Degree preferred.
  • Project Management Professional (PMP) or Certified Public Manager (CPM) certification strongly preferred.

The position may  require occasional availability for after-hours work, outside of regularly scheduled hours.

 

The position may require ability to periodically drive to and from clients, conferences and / or events; and / or limited travel.

  • Frequent communication and information exchange.
  • Regular movement within the office to access equipment and materials.
  • Ability to remain stationary for extended periods (approximately 50% of the time).
  • Continuous use of computers and office equipment (e.g., keyboard, monitor, printer).
  • Frequent handling of materials up to 10 lbs; occasional handling up to 30 lbs.
