The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. The anticipated salary hiring range is up to $115,000 per year, commensurate with qualifications and experience.

Administrator I

The California State University, Office of the Chancellor, is seeking a Manager, Threat Assessment and Emergency Management to serve as the systemwide subject-matter expert responsible for managing the development, implementation, and maintenance of CSU’s behavioral threat assessment and intervention programs. The position provides strategic leadership, training, guidance, and consultation to support threat assessment & behavioral intervention team functions across all 22 campuses. The incumbent directs development of systemwide policies, procedures, and operational protocols; conducts behavioral analyses; supports threat mitigation strategies; and collaborates extensively with Chancellor’s Office and campus stakeholders. The Manager, Threat Assessment & Emergency Management also supports systemwide emergency management, continuity efforts, and workplace violence prevention initiatives, including activities related to SB 553 (Workplace Violence Prevention) compliance.

Responsibilities

Under the general direction of the Director, Systemwide Emergency Management & Continuity, the Manager, Threat Assessment and Emergency Management will:

-Provide leadership for CSU systemwide behavioral threat assessment policies, protocols, and guidance documents.

-Manage Threat Assessment affinity group to identify common systemwide needs that can be addressed through collaborative and cooperative workgroup efforts. Support other affinity groups such as Emergency Management, Continuity, or Workplace Violence Prevention as needed.

-Provide leadership and consultation to campuses, support multidisciplinary case reviews, and recommend tailored threat mitigation strategies.

-Lead the identification and assessment of emerging threats, concerning behaviors, vulnerabilities, and systemic gaps.

-Build relationships with campus leadership, University Police, government agencies, and professional organizations.

-Develop and direct systemwide BTAM-related training, tabletop exercises, workshops, and case-based learning.

-Implement and manage a secure case management platform for BIT/BTA teams systemwide.

-Support emergency management and continuity training, tools, and Systemwide Emergency Support Team operations.

-Support workplace violence prevention and SB 553 compliance efforts.

-Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, and monitoring best practices.

-Manage, coordinate, and/or assist on other assigned programs and/or projects of the department at the direction of the Director, or by anticipating department needs.

Requirements

This position requires:

-Bachelor’s degree in psychology, criminal justice, behavioral sciences, emergency management, public administration, or related field; or equivalent combination of education and experience.

-Minimum three years of experience in behavioral threat assessment, case management, mental health, law enforcement, emergency management, or related fields.

-Experience leading multidisciplinary teams for threat assessment and/or emergency management.

-Must be available to respond during emergency activations.

-Knowledge of behavioral threat assessment principles and intervention best practices.

-Strong communication, facilitation, and collaboration skills.

-Ability to handle confidential information and sensitive situations with discretion.

-Experience delivering training.

-Facilitation of multi-stakeholder meetings is required.

-Proficiency in office software.

-Ability to travel and possession of a valid California driver’s license.

Requirements

-Formal BTAM training or certification preferred (ATAP, NABITA, WAVR-21, etc.).

-Experience in a major university environment is preferred.
