We provide high-quality crisis intervention, case management, residential, and clinical services to adults with serious mental health conditions who may not have access to private care. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Correction and Mental Health and Addiction Services this class is accountable for directing multiple clinical programs in a facility or Local Mental Health Authority or directing statewide clinical support services and programs in the Central Office.\r\n

EXAMPLES OF DUTIES

\r\n\r\n Directs staff and operations of multiple functions for a division;\r\n Coordinates, plans and manages program activities;\r\n Formulates program goals and objectives;\r\n Develops or assists in development and implementation of related policy;\r\n Interprets and administers pertinent laws;\r\n Evaluates staff;\r\n Prepares or assists in preparation of division budget;\r\n Maintains contacts with individuals within and outside of division who might impact on program activities;\r\n Ensures agency compliance with standards established by outside monitoring agencies;\r\n Directs recruitment, selection and retention of department or discipline staff;\r\n Ensures compliance with quality assurance findings and recommendations;\r\n Promotes cultural diversity in workplace and ensures client rights;\r\n Identifies, plans, implements and evaluates staff training and development needs;\r\n Analyzes complex problems and takes appropriate action;\r\n Initiates workforce planning and monitors staff utilization to meet identified goals;\r\n Investigates and responds to critical incidents;\r\n Prepares or oversees preparation of reports;\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n May represent facility in grievances and hearings;\r\n May oversee grant, budget or contract preparation;\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Considerable knowledge of\r\n \r\n and ability to apply management principles and practices;\r\n relevant state and federal laws, statutes and regulations;\r\n behavioral health policies and systems;\r\n principles and practices of public and/or health care administration;\r\n recent developments in designated field and ability to translate knowledge into practice;\r\n recovery principles and practices;\r\n resources available to client population;\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n clinical skills;\r\n analytical skills;\r\n \r\n \r\n Considerable ability to\r\n \r\n develop strategic plans;\r\n negotiate, mediate and resolve conflicts;\r\n manage staff in a clinical in-patient and outpatient setting;\r\n collaborate within department, agency and community.\r\n \r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and six (6) years of professional experience in behavioral health care. \r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a managerial or supervisory capacity directing clinical operations or the delivery of behavioral health care services including the supervision of professional behavioral health care staff.��\r\nNOTE: For state employees this experience is interpreted at the level of a Behavioral Health Clinical Supervisor or Behavioral Health Program Manager.\r\n

PREFERRED QUALIFICATIONS

\r\n Experience overseeing or working with acute behavioral health services, including programs such as Mobile Crisis or Mobile Response Teams.\r\n Experience in implementing evidence-based treatment models for individuals with complex trauma and co-occurring behavioral health conditions.\r\n Experience working with Joint Commission accreditation standards, including supporting or managing compliance, survey preparation, or continuous quality improvement processes.\r\n\r\n

SPECIAL REQUIREMENTS

Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist, alcohol and drug counselor or hold a Multistate or Compact Registered Nurse license. \r\n
