Check out this recruitment below!\r\n\r\n\r\nThe Connecticut Department of Correction (DOC) is looking to hire a Fiscal/Administrative Officer based out of Central Office in Wethersfield.\r\n\r\n�Learn more about Connecticut here.�\r\n\r\n\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\nThis position is full-time, 40 hour per week position on first shift, Monday-Friday. A hybrid (telework) schedule may be available after the completion of the working test period.�These positions are considered Central Office positions, and are based out of Fiscal Services Division in Central Office in Wethersfield, CT.\r\n\r\n\r\nThis position is critical to ensuring the Department’s compliance with statutory and federal requirements for the timely and accurate financial reporting of federal grant funds. The position provides comprehensive financial management and oversight of federal grants awarded by other State agencies, including preparation and submission of financial reports, maintenance of supporting documentation, transfer invoices, fund balance tracking, and Notices of Intent for departmental receivable grants. The role requires close coordination with other departments, Contracts, Accounts Payable, Purchasing, and program staff to ensure the accurate reconciliation, monitoring, and reporting of�federal funds. Given the volume and complexity of the grants managed, the position is essential to safeguarding federal funding, maintaining fiscal accountability, meeting reporting deadlines, and minimizing the risk of noncompliance, delayed reimbursements, or loss of grant funding.\r\n\r\n\r\n\r\nABOUT US\r\nThe Connecticut Department of Correction (DOC) is a diverse agency with a wide variety of employees from Correction Officers, to Educators, to Managers and Skilled Professionals. PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, facility or institution this class is accountable for independently performing a full range of tasks in professional level fiscal and administrative functions.\r\n
EXAMPLES OF DUTIES
\r\n Performs a variety of\r\n professional fiscal and administrative functions;\r\n Assists head of\r\n fiscal/administrative operations, division head or agency head in budget\r\n preparation by compiling and consolidating data and projecting expenditures;\r\n Maintains budget control\r\n by reviewing and authorizing expenditures and monitoring expenditures against\r\n appropriations and allotments;\r\n Prepares budget reports;\r\n Prepares various financial statements and statistical or narrative\r\n fiscal/administrative reports;\r\n Assists in planning and implementation of\r\n financial aspects of EDP systems;\r\n Utilizes EDP systems for\r\n financial records, reports and analyses;\r\n Prepares or reviews\r\n grant budgets and other fiscal portions of grant applications;\r\n Provides technical\r\n assistance to grantees regarding accounting procedures;\r\n Reviews various\r\n contracts, financial documents and financial reports to ensure compliance with\r\n grant requirements;\r\n Exercises functional\r\n supervision over a variety of clerical fiscal/administrative activities such as\r\n maintenance of accounting records, payroll preparation, preparation and processing\r\n of purchase requisitions, grant and contract record keeping;\r\n Performs technical\r\n purchasing tasks such as soliciting bids and recommending contract awards;\r\n Assists in formulation\r\n of policies and procedures relating to area(s) of responsibility and implementation\r\n of such policies and procedures;\r\n Acts as liaison with\r\n agency central fiscal and administrative office(s) and/or central state\r\n agencies;\r\n May supervise support\r\n services such as stores, inventory, mailroom, security or maintenance;\r\n Performs related duties\r\n as required.\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Knowledge of\r\n \r\n principles and practices\r\n of public administration with special reference to governmental budget\r\n management and governmental accounting;\r\n grants and contracts preparation\r\n and administration;\r\n purchasing principles\r\n and procedures;\r\n payroll practices and\r\n procedures;\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;\r\n oral and written\r\n communication skills;\r\n \r\n \r\n Ability to\r\n \r\n prepare and analyze\r\n financial documents and reports;\r\n interpret and apply\r\n statutes, regulations and administrative policies;\r\n utilize EDP systems for\r\n financial management.\r\n \r\n \r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of\r\nexperience in a combination of fiscal/administrative functions (e.g.,\r\naccounting, accounts examining, budget management, grant administration,\r\npayroll, purchasing) at least one of which must be an accounting or budgeting\r\nfunction.*\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at or above the paraprofessional level, requiring the exercise of some independent judgment in the application of basic principles and procedures in accounting, budgeting, purchasing or related fiscal administration functions.\r\n\r\n\r\nNOTE: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and above the paraprofessional level.\r\n\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n College training may be\r\n substituted for the General Experience on the basis of fifteen (15) semester\r\n hours equalling one-half (l/2) year of experience to a maximum of four (4)\r\n years for a Bachelor's degree.\r\n A Master's degree in\r\n public administration, business administration or accounting may be substituted\r\n for one (1) year of the Special Experience.\r\n For state employees two\r\n (2) years as a Fiscal/Administrative Assistant may be substituted for the\r\n General and Special Experience.\r\n For state employees two\r\n (2) years as a Purchasing Assistant may be substituted for the General and\r\n Special Experience.\r\n Successful completion of a Connecticut Careers Trainee program\r\n approved by the Department of Administrative Services may be substituted for\r\n the General Experience and Special Experience.��\r\n\r\n*Descriptions of these fiscal/administrative\r\nfunctions are attached\r\n
PREFERRED QUALIFICATIONS
\r\n Experience working with governmental budgeting and accounting;\r\n Experience preparing federal budget reports, federal financial reports, or other related reports\r\n Experience preparing, monitoring, and managing budgets and tracking of associated\r\n expenditures;\r\n Experience with PeopleSoft/CoreCT and running EPM or STARS reports;\r\n Experience with Excel (creating pivot tables, VLOOKUP, and formulas).\r\n\r\n
