\r\n\r\n\r\n\r\nThe State of Connecticut, Department of Administrative Services (DAS), is seeking an�Information Technology Supervisor to support the Connecticut Technical Education and Career System (CTECS).�\r\n\r\n\r\n\r\nCTECS is a statewide system of technical high schools and postsecondary programs that prepares students for academic success, career and technical education, apprenticeships, and employment.\r\n\r\n\r\n\r\n\r\n\r\nWHAT WE OFFER\r\n\r\n Our State Employee Benefits Overview page!\r\n Professional growth and development opportunities.\r\n A healthy work/life balance to all employees\r\n\r\n\r\n\r\n\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\n\r\n\r\n Full time, 40 hours per week\r\n Monday through Friday schedule\r\n First shift hours, 7:30 am to 4:00 pm\r\n In-office/onsite position located in New Haven County, with occasional meetings in Hartford\r\n\r\nTHE ROLE\r\n\r\n\r\n\r\nThis IT Supervisor will supervise information technology staff and oversee the delivery of technology services supporting CTECS schools and administrative operations.�This role will focus predominantly on providing technology leadership and support to CTECS schools geographically situated in the western part of Connecticut. Responsibilities include network and end-user support, educational technology platforms, one-to-one student devices, cybersecurity, technology projects, and coordination with school administrators, educators, vendors, and Department of Administrative Services/Bureau of Information Technology Solutions personnel.\r\n\r\n\r\nThe Information Technology Supervisor will supervise IT staff and oversee technology services supporting CTECS schools and administrative locations. \r\nResponsibilities include:\r\n\r\n\r\n Plan, assign, supervise, and evaluate the work of IT staff; establish priorities and provide training, coaching, and technical guidance.\r\n Oversee the support, maintenance, security, and performance of CTECS networks, systems, applications, computers, classroom technology, telecommunications, and related infrastructure.\r\n Manage educational and administrative platforms, including PowerSchool, PowerTeacher, ClassLink, Microsoft 365, Teams, SharePoint, and other CTECS applications.\r\n Oversee the one-to-one student device program, including configuration, deployment, inventory, repair, replacement, security, collection, and disposal.\r\n Monitor help-desk operations, service levels, escalated incidents, recurring problems, system availability, and customer satisfaction.\r\n Coordinate technology projects, upgrades, migrations, integrations, testing, and deployments while minimizing disruptions to instruction and school operations.\r\n Ensure compliance with State of Connecticut and CTECS technology, cybersecurity, access-control, records-retention, acceptable-use, and FERPA requirements.\r\n Maintain disaster-recovery, data-backup, business-continuity, and incident-response procedures for critical educational and administrative systems.\r\n Collaborate with school administrators, educators, CTECS leadership, DAS/BITS personnel, vendors, and other stakeholders to identify needs and implement effective technology solutions.\r\n Manage technology purchasing, licensing, contracts, inventory, standardization, lifecycle replacement, and vendor performance.\r\n Support technology readiness for classrooms, technical shops, student assessments, admissions, summer programs, and school-year opening and closing activities.\r\n Evaluate emerging technologies and recommend strategies that advance technology-enabled learning, digital equity, security, and operational efficiency.\r\n Travel to CTECS locations as necessary to oversee projects, assess technology needs, address escalated issues, and coordinate with school leadership.\r\n Perform related duties as required.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nWatch the video below to see what it's like to be a State of CT employee!\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n \r\n \r\n \t\t\t\t\t\t\r\n \r\n \r\n \r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency major Information Technology (IT) operational environment this class is accountable for supervising staff and overseeing the planning, analysis, design, selection, installation and implementation of information systems and applications.\r\n

EXAMPLES OF DUTIES

\r\n\r\n Schedules, assigns, oversees and reviews the work of staff;�\r\n Provides staff training and assistance;�\r\n Conducts performance evaluations;�\r\n Determines priorities and plans unit work;�\r\n Establishes and maintains unit procedures;�\r\n Develops or makes recommendations on the development of policies and standards;�\r\n Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;�\r\n Maintains software licensures and other related requirements;�\r\n Establishes and coordinates disaster recovery plan;�\r\n Establishes system security procedures and practices;�\r\n Performs facility and capacity planning and configuration management;�\r\n Supervises system performance analysis, tuning or storage management;�\r\n Develops host and network security policies;�\r\n Evaluates and recommends new strategies, technologies and technological directions to management;�\r\n Makes recommendations and maintains contracts for hardware and/or software purchases;�\r\n Makes recommendations for migration and system upgrade directions;�\r\n Oversees analysis of upgrades for complex applications to determine functionality and necessary software customization;�\r\n Provides technical specifications as input into Requests for Proposal (RFP) process;�\r\n Participates on evaluation teams that review RFP responses;�\r\n Oversees testing to ensure applications meet specification requirements;�\r\n Develops and implements database system strategies;�\r\n Provides resource planning;�\r\n Develops utilization metrics;�\r\n Performs related duties as required.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in information technology (IT) operations, programming, systems/software development or IT related support area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

\r\nOne (1) year of the General Experience must have been performing advanced\r\ntechnical level duties or as a working supervisor in such areas as: designing,\r\nconfiguring and implementing complex networks; configuring, installing and\r\nupgrading host based applications packages and host and/or operating system\r\nsoftware; system software/application development, performing any closely\r\nrelated advanced technical function.�\r\n\r\n\r\nNOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 3.\r\n\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.\r\n \r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience working as part of an information technology team in a school environment.\r\n Experience supervising information technology staff responsible for end user technical support.\r\n Experience providing support for educational technology platforms.\r\n Experience supporting technology projects.\r\n Experience managing IT service delivery across multiple locations using a IT Service Management solution.\r\n\r\n\r\n
