PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for applying professional nursing knowledge in the enforcement, inspection, licensure, consultation and implementation or assessment of the nursing service component of health care programs and facilities.\r\n\r\n

EXAMPLES OF DUTIES

\r\n\r\n Implements, coordinates, and evaluates activities of assigned programs or health care services;\r\n Maintains active liaison with and serves as nursing consultant to other sections, divisions, health care providers and public;\r\n Assesses safety and quality of client care provided;\r\n Assesses compliance of health insurance companies with various state statutes, regulations and guidelines;\r\n Provides consultation to state licensed health care facilities and institutions and to unlicensed facilities to bring them into compliance with statutes, community institutions and individuals regarding planning, implementation and evaluation of nursing services, home health services and specialized problems in public health;\r\n Performs on-site inspection surveys of health care or psychiatric facilities and provides consultation regarding licensure and certification laws, regulations and policies;\r\n Evaluates quality of services rendered by facility;\r\n Monitors facilities during strikes;\r\n Prepares relevant federal and state forms and reports;\r\n May inspect and evaluate health care and psychiatric facilities for compliance with state and federal regulations including licensure and certification laws;\r\n May testify in court relative to findings of inspections and/or investigations;\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Considerable knowledge of\r\n \r\n standards of care and service delivery in community based nursing agencies, licensed home health agencies, health care facilities and institutions;\r\n relevant state and federal laws, statutes and regulations;\r\n principles and practices of nursing care administration and education for a variety of specialties with varied settings;\r\n principles and practices pertinent to community processes;\r\n \r\n \r\n Knowledge of\r\n \r\n state, federal and local health agencies and programs;\r\n nursing education and skill in techniques of teaching;\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n \r\n \r\n Ability to\r\n \r\n plan, implement and evaluate programs;\r\n collect and analyze data.\r\n \r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience as a Registered Nurse in a position involving supervision, consultation, education or administration.\r\n\r\n\r\n\r\nNOTE:\r\n\r\n\r\n Administrative capacity is interpreted as having managerial responsibility in setting and implementing policies, carrying out program planning, and evaluating and coordinating special projects, etc. in the area specified in the appropriate parenthetical title.\r\n Consultative capacity is interpreted as the providing of professional expert nursing advice to other than subordinate staff on major programmatic issues in the area specified in the appropriate parenthetical title.\r\n Educational capacity is interpreted as experience in a full time professional educational position instructing professional nurses in a formalized program or teaching students in an undergraduate or graduate nursing program in the area specified in the appropriate parenthetical title.\r\n Supervisory capacity is interpreted as having administrative supervision of registered nurses or other professional staff.�\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a public health nursing program, home health care agency, community health care setting, or in a hospital.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n A Bachelor's degree in nursing may be substituted for one (1) year of the General Experience.\r\n A Master's degree in health services administration, nursing or public health may be substituted for one (1) additional year of the General Experience.\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience developing and implementing maternal or infant initiatives that evaluate health disparities and respond to federal and state public health priorities and policies\r\n Experience in a clinical setting of labor and delivery with a focus on vulnerable populations and navigating the medical principles, practices, and standards related to maternal or infant care\r\n Experience working on a professional workgroup or committee, organizing resources, people, and processes focused on maternal or infant health initiatives that address disparities affecting Black and Latino populations\r\n Experience coordinating, collecting records, and record abstraction\r\n Experience communicating orally and in writing, including developing and delivering maternal and/or infant initiative presentations\r\n Experience with grant applications, including writing, managing, and overseeing programmatic and fiscal compliance aspects of state or federal grant award\r\n\r\n\r\n

SPECIAL REQUIREMENTS

\r\n Incumbents in this class must possess and retain a current license as a Registered Nurse in Connecticut�OR hold a Multistate or Compact Registered Nurse license.\r\n Incumbents in this class may be required to possess certification as an Insurance Rehabilitation Specialist or be eligible for certification as an Insurance Rehabilitation Specialist.\r\n Incumbents in this class may be required to travel.\r\n Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.\r\n\r\n
