With more than $1B in active design and construction underway, this position helps uphold the Department’s high standards for professional practice and construction quality, serving as the Department’s technical authority for mechanical systems.\r\n\r\nSome key responsibilities include:\r\n\r\n Providing technical review of plans and specifications prepared by external engineers to ensure alignment with Department standards, building system requirements, and professional standards of care.\r\n Leading multidisciplinary technical reviews of mechanical, plumbing, electrical, and fire protection systems—with an emphasis on HVAC performance and long-term operability—developed by licensed consulting engineers.\r\n Developing, maintaining, and advancing standardized engineering design requirements for State building construction, guiding the work of external design consultants.\r\n The successful candidate will play a central role in advancing the State’s sustainability and decarbonization goals by shaping energy-related standards, advising project teams, and representing the Department on the interagency GreenerGov Technical Advisory Committee.\r\n Additional responsibilities include managing energy efficiency initiatives, overseeing external consultants for engineering and master planning studies, and supporting internal project management staff on complex technical engineering issues.\r\n\r\n\r\nPOSITION REQUIREMENTS\r\nThis position requires active Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.�20-302.\r\n\r\n\r\n\r\n\r\nPlease list your Professional Engineer (PE) license number and expiration date, and any other job-relevant licenses or certifications you hold in the Licenses and Professional Certifications section of your application.�\r\n\r\n\r\n\r\n\r\nABOUT US\r\nThe DAS RECS division’s Construction Services leads the oversight of the state’s capital building construction projects. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, Division of Construction Services this class is accountable for performing as a professional engineer in the execution, design, analysis and coordination of work pertaining to all phases of design and planning for state buildings and institutions.\r\n

EXAMPLES OF DUTIES

\r\n\r\n Performs specialized duties in development of project design and preparation of plans and specifications for state buildings and institutions;�\r\n Coordinates complex engineering systems within overall building design;�\r\n Creates and prepares designs with an understanding of various engineering systems;�\r\n Develops plans and specifications for projects;�\r\n Prepares and coordinates preliminary surveys and planning requirements;�\r\n Recommends engineering systems for complex statewide projects;�\r\n Executes detailed peer reviews of designed systems developed by professional licensed consulting engineers ascertaining appropriateness for use in state buildings as well as proper coordination and accuracy;�\r\n Utilizes professional license by signing, stamping and sealing engineering plans;�\r\n Reviews engineering system estimates and costs for building systems;�\r\n Reviews plans and specifications prepared by subordinates and/or outside engineers for conformance with specifications;�\r\n Analyzes design problems and recommends solutions;�\r\n Performs site inspections to confirm compliance with specifications;�\r\n Assists in developing capital improvement programs and continued maintenance plans;�\r\n Negotiates fees and prepares contracts for consulting engineers;�\r\n Participates in meetings with consultants, agencies and project staff to establish and maintain work schedules and resolve questions;�\r\n prepares reports and responds to inquiries as necessary;�\r\n Remains current with engineering principles and practices;�\r\n May assist in supervising construction projects;�\r\n Performs other related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n Considerable knowledge of\r\n \r\n and ability to apply principles, practices and methods of engineering as applied to building construction;�\r\n latest engineering principles, techniques and procedures employed in the engineering field;�\r\n \r\n \r\n Knowledge of\r\n \r\n engineering software and computer applications;�\r\n methods and equipment used in engineering construction and of inspection methods used in reviewing such work;�\r\n the principles, practices and techniques relating to construction project management and contract administration;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Considerable ability to\r\n \r\n analyze and review engineering reports, plans and specifications;�\r\n interpret and apply principles of information systems and technologies;�\r\n \r\n \r\n Ability to utilize computer software.\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience as a project engineer with full responsibility for the engineering design of major building projects.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n\r\n College training in engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree program in engineering.\r\n A Master's degree in engineering may be substituted for one (1) additional year of the General Experience.\r\n\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience performing digital reviews of contract documents for new construction and major renovation projects.\r\n Experience analyzing mechanical and plumbing systems for commercial and institutional buildings.\r\n Experience developing and maintaining performance and quality criteria for building systems and components\r\n Experience using Bluebeam Revu for document review.\r\n Experience supporting or participating in master planning and pre-design studies.\r\n\r\n\r\n

SPECIAL REQUIREMENTS

\r\n\r\n Incumbents will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a State of Connecticut Professional Engineering license.\r\n Incumbents in this class may be required to travel.\r\n Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.\r\n\r\n\r\n

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from site environments and to some discomfort from year round weather conditions.
