All CTDOT facilities have ample free parking with easy access from major highways and by public transportation.\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\n\r\n\r\n\r\n Monday - Friday\r\n Full-time (40 hours per week)\r\n First shift\r\n Location: Newington, CT\r\n Hybrid (in-office/telework) and alternate work schedules may be available.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nTHE ROLE\r\n\r\n\r\n\r\n\r\nTransportation Engineer 3 positions in the Division of Bridges provide lead technical and project management services that directly support the safety, capacity, and efficiency of the State of Connecticut’s transportation infrastructure. Engineers in these roles take on complex and challenging structural engineering assignments and contribute to impactful statewide programs in areas such as Consultant Bridge Design CLE Program, Bridge Management, Rail Bridges & Structures, Major Bridges, and other units within the Division.\r\n\r\nThe Division of Bridges oversees and advances the State’s inventory of highway and rail bridges, as well as other critical transportation structures including span poles, mast arms, overhead highway sign supports, and highmast lighting. Engineers support capital projects and program initiatives by overseeing consultant deliverables, managing project and budget performance, coordinating with stakeholders, and applying data driven asset management tools as needed.\r\n\r\nDepending on the assigned unit, Transportation Engineer 3’s may:\r\n\r\n\r\n\r\n\r\n Lead coordination with consulting engineering firms in the development of bridge rehabilitation, replacement, or major structure projects;\r\n Manage structural design tasks, alternatives analyses, technical reviews, and contract document development for bridges and transportation structures;\r\n Support the development and implementation of asset management strategies, including data collection, analysis, and lifecycle planning for the statewide bridge inventory;\r\n Oversee engineering work for rail bridge and structure projects requiring specialized knowledge of railroad operations, loading, and agency coordination;\r\n Contribute to the planning and execution of major bridge projects requiring large scale design efforts, multidisciplinary coordination, and advanced structural engineering judgment.\r\n\r\nThroughout project delivery, engineers in the Division of Bridges follow projects from concept through design and into construction, working closely with municipalities, utilities, consultants, and internal DOT units. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead who assists a supervisor in supervising a designated group of employees and/or for performing the most complex engineering or related tasks in one or more aspects of engineering projects or studies in the areas of administration, bridge design, design, drainage, electrical, foundations, hydraulics, maintenance, operations, pavement management, regulation compliance, rehabilitation, research, traffic or utilities.\r\n

EXAMPLES OF DUTIES

\r\n\r\n Oversees work of lower level engineers and performs complex design work;�\r\n Designs difficult foundations and bridges of advanced design;�\r\n Makes field inspection of bridge sites to obtain information necessary for design of important structures;�\r\n Oversees field inspection of structural condition of existing structures and preparation of sketches, plans and recommendations for adequate repair;�\r\n Acts as liaison between towns and state as consulting engineer in repair of bridges;�\r\n Oversees and conducts research on materials incorporated in bridges, highways, and miscellaneous structures and maintenance and construction methods in field;�\r\n Oversees state and consultant engineers in review of storm sewer and culvert designs and computations prepared by Design division and contracting engineers for watersheds of 650 acres and less;�\r\n Provides technical advice to Design division and District Engineers on pollution control measures and unusual storm sewer and culvert designs;�\r\n Prepares computations for storm sewer and culvert designs;�\r\n Attends field reviews on all new designs for highway projects;�\r\n Recommends revisions to improve drainage design;�\r\n Oversees laboratory work on soil samples for determination of void ratio, water content, specific gravity, grain size distribution, plasticity limits, permeability, optimum moisture content, confined and unconfined compressive strength, direct shear and consolidation;�\r\n Prepares detailed geotechnical reports and recommendations;�\r\n Oversees analyses, computations, preparation of plans and data relating to hydraulic problems encountered in planning and design of highways;�\r\n Performs hydrographic analysis and flood routing for retention basin designs;�\r\n Serves as expert witness in court cases;�\r\n Reviews drainage design on major permit applications for shopping centers and housing developments;�\r\n Assists in preparation and updating of Drainage Manual;�\r\n Oversees engineers, electricians and technicians in design or maintenance of extensive highway lighting, traffic light installations and computerized traffic control systems;�\r\n Performs complex work in preparation of plans, specifications and estimated cost of electrical contracts and work;�\r\n Oversees inspection of electrical construction and maintenance work and preparation of monthly and final estimates;�\r\n Coordinates preliminary surveys and planning of engineering requirements for construction and maintenance of electrical installations with state utilities;�\r\n Assists in coordination of work of design engineers with consulting engineers in preparation of plans to determine contract documents;�\r\n Recommends need for test, alterations, revision of replacement of equipment associated with highway lighting, traffic lights, drawbridges, and highway buildings;�\r\n Acts as consultant to district forces and other state agencies;�\r\n Oversees consultant engineers in the preparation of plans, specifications, and estimates of bridges and structural improvement, construction and reconstruction of highways and construction or reconstruction of transportation facilities;�\r\n Recommends treatment of alignment, grade, surface and drainage features;�\r\n Makes project reports and analyzes comparative routes for economy, feasibility and utility;�\r\n Oversees activities of engineers and technical assistants engaged in review and processing of major traffic generator studies, highway traffic engineering investigations, surveys, design and research;�\r\n Reviews reports from investigators and subordinates;�\r\n Prepares final reports and recommendations applying to traffic signs, signals, markings, control devices, illumination, channelization, detour and route designations;�\r\n Represents department in state, town, public meetings;�\r\n Oversees and reviews plans, specifications and cost estimates for adjustment of relocation of public utilities in conflict with design and layout of construction for purpose of establishing their engineering adequacy;�\r\n Determines extent to which state shall reimburse utility companies for costs incurred;�\r\n Prepares and reviews agreements governing terms involved;�\r\n Represents state in negotiations with Federal Highway Administration for reimbursement of funds to state;�\r\n Confers with consulting, engineers, corporate, municipal planners, departmental personnel and others involved in coordinating utility adjustments with highway reconstruction work;�\r\n Advises departmental auditors on acceptability of credits offered or claims for payment made;�\r\n Conducts field and office investigations of engineering, technical or other problems and prepares reports for higher level employees;�\r\n Analyzes problems and recommends effective solutions;�\r\n Assists in establishment of policy, procedures and methods;�\r\n Represents department in legislative matters;�\r\n Assists in development and review of department contracts;�\r\n Performs related duties as required.\r\n\r\n\r\nWORKING LEAD LEVEL:��\r\n\r\n\r\n As assigned by the supervisor distributes, prioritizes, oversees and reviews unit work;�\r\n Provides staff training and assistance;�\r\n Conducts or assists in conducting performance evaluations;�\r\n Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and procedures;�\r\n Recommends policies and standards;�\r\n Prepares reports and correspondence;�\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Considerable knowledge of\r\n \r\n principles and practices involved in transportation engineering such as bridge design, foundations, highway design, transportation facilities design, transportation planning, maintenance, drainage or hydraulics, research, pavement design, pavement management and traffic;�\r\n operational methodologies and established policies;\r\n \r\n \r\n Knowledge of administrative and financial controls with respect to transportation engineering plans, contracts, projects and reports;�\r\n Considerable\r\n \r\n analytical, problem solving and technical report development skills;�\r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Considerable ability to interpret and apply principles of information systems and technologies;�\r\n Ability to analyze plans and estimates;�\r\n Supervisory ability.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor’s degree in engineering and three (3) years of experience in transportation engineering.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the working level in a professional transportation engineering capacity.�\r\n\r\n\r\nNOTE: For state employees this experience is interpreted at the level of a Transportation Engineer 2 (Engineering).\r\n\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n\r\n Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.�20-302 may be substituted for the Bachelor's degree requirement.\r\n Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.�20-302 may be substituted for the Bachelor’s degree requirement.\r\n A Master’s degree in engineering may be substituted for one (1) year of the General Experience.\r\n Current incumbents in the class of Transportation Engineer 2 (Engineering) who do not possess the degree or certification/licensure qualifications as detailed on this class specification may be considered for promotion to Transportation Engineer 3 (Engineering) upon having three (3) years of experience in transportation engineering. One (1) of the three (3) years' must have been as a Transportation Engineer 2 (Engineering). \r\n\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n Possession of an Engineer in Training (EIT) certification and/or Professional Engineer (PE) license\r\n Experience analyzing complex engineering problems and developing effective, practical solutions\r\n Experience managing project schedules, tracking progress, monitoring design milestone deliverables, managing budgets, and identifying project risks or delays\r\n Experience applying AASHTO and CTDOT design and evaluation manuals and interpreting bridge inspection reports, as‑built plans, structure inventory data, condition data, or performance metrics to inform engineering decisions and support project scoping or asset management needs\r\n Experience designing bridge and transportation structures, including accelerated bridge construction practices, use of innovative or durable materials, and preparation or review of plans, specifications, estimates, technical reports, feasibility studies, alternatives analyses, and engineering memoranda\r\n Experience collaborating with multidisciplinary teams such as consultants, municipalities, utilities, railroads, and internal DOT units and coordinating with Federal, State, and local regulatory agencies, including interpreting regulatory requirements and preparing or reviewing permit submissions and consultant prepared permit applications\r\n Experience leading engineering tasks, coordinating work assignments, and providing direction or technical guidance to other staff or consultants to accomplish project goals\r\n Experience presenting, to small and large groups, complex information to diverse populations including officials, peers, and members of the public\r\n Experience negotiating or resolving technical, scope proposal, or schedule related issues with consultants, agencies, or stakeholders\r\n Experience coordinating with railroads and reviewing consultant prepared railroad bridge or structure designs including application of AREMA guidance (for Rail Bridges & Structures unit applicability)\r\n Experience working independently, demonstrated initiative, and strong organizational skills, including ability to manage multiple tasks, priorities, and deadlines simultaneously\r\n Experience using Office 365 applications, Microsoft Project, and COMPASS\r\n\r\n

SPECIAL REQUIREMENTS
