PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Central Office of Maintenance or a District Maintenance Office this class is accountable for performing technical tasks in the forecasting, planning, operations and administration of a maintenance program.

EXAMPLES OF DUTIES

\r\n\r\n Reviews, investigates and evaluates maintenance problems associated with projects such as paving, drainage, bridge maintenance, winter and emergency maintenance and traffic regulatory activities and recommends solutions;\r\n During construction projects, attends pre-construction meetings and semifinal inspections as a maintenance representative;\r\n Develops plans and estimates;�\r\n Forecasts labor, equipment and material needs;\r\n Prepares work schedules;\r\n Reviews permit applications and drafts agreements;\r\n Provides assistance to operations personnel;\r\n Investigates liability claims and complaints;\r\n Performs research directed to improve operational methods and supervisory techniques and increase equipment efficiency;\r\n Performs field reviews of state agency roadway work requests;\r\n Reviews funding and coding for projects;\r\n Reviews contracts for compliance with Equal Employment Opportunity and Affirmative Action regulations;\r\n May supervise complex repairs to roadways and structures;\r\n May review estimates and utility adjustments with municipalities;\r\n May review state property for lease or release and determine maintenance needs;\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Knowledge of\r\n \r\n highway maintenance and construction methods and materials;\r\n principles and practices of determining maintenance needs and preparing maintenance programs;\r\n engineering principles and practices;\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n \r\n \r\n Ability to\r\n \r\n read and interpret engineering drawings;\r\n understand and apply relevant statutes and policies pertaining to highway maintenance;\r\n utilize computer software\r\n organize;\r\n \r\n \r\n Supervisory ability.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience coordinating highway maintenance or related activities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n\r\n College training in civil engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n\r\nFor State Employees:\r\n\r\n Experience as a Transportation District Electrical Supervisor, Transportation District Services Agent 1, Transportation Engineer 1 (Construction Engineering) in Highway Maintenance, Transportation General Supervisor (Bridge Maintenance) (Maintenance) (Signs and Markings) or Transportation Supervisor (Bridge Maintenance) may be substituted for the General Experience.\r\n One (1) year of experience as a Transportation Landscape Designer 1 may be substituted for the General Experience.\r\n Three (3) years of experience as a Transportation Maintenance Crew Leader (Bridge Maintenance) (Electric Maintenance) (Highway Maintenance) (Signs and Marking) (Tree Maintenance) may be substituted for the General Experience.\r\n Four (4) years of experience as a Transportation Maintainer 4 responsible for highway maintenance projects or related highway maintenance activities may be substituted for the General Experience.\r\n Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.\r\n\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience and knowledge with Contract/Vendor Management: Ability to source, read, and interpret federal, state, and local compliance requirements, vendor services, and outsourcing agreements\r\n Experience and knowledge with fleet terminology and understanding equipment components to accurately write detailed specifications\r\n Experience in Fleet Management Software��\r\n Experience in telematics and ability to interpret data from GPS\r\n Experience and knowledge with state/federal safety & environmental regulations and Federal Motor Carrier Safety Administration regulations\r\n Experience with Microsoft Office Suite, including Word, Excel, Access, PowerPoint and Outlook\r\n\r\n\r\n

SPECIAL REQUIREMENTS

\r\n Incumbents in this class may be required to travel.\r\n Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.\r\n\r\n
