Analyze financial trends affecting debt and cash management activities. Performs complex analysis using\r\nautomated financial models with multiple variables in order to project and track costs, monitor major contracts and manage various\r\ndatabases for debt, budget, and/or cash management programs. May supervise staff and/or act in a lead capacity as project manager\r\nover various projects. Additional responsibilities include reconciling general and subsidiary ledgers of municipal utilities, and the\r\npreparation of financial and statistical reports. Must have a working knowledge of governmental accounting practices and procedures to\r\nensure conformity to generally accepted accounting principles as outlined in GAAFR and federal, state and local income tax ordinances\r\nand laws. The incumbent is expected to stay abreast of new technology and changes in the industry.\r\n\r\n\r\nSenior Financial Analysts are assigned to either Finance or Water.�\r\n\r\n\r\nThe Tax and Accounting Division in Finance requires performing\r\ndetailed analysis of fiscal records, major contracts and preparing reports and statistical data to be incorporated in the Comprehensive\r\nAnnual Financial Report (CAFR). Ensure contracts are encumbered according to appropriate accounting principles. Manages and\r\nmonitors the grant administration process. Duties include daily administration of public funds portfolio and bond proceeds held in trust,\r\nverify receipt of all City funds; prepare and make payroll and debt service deposits, reconcile bond and coupon accounts and balance\r\nthe daily checkbook. Responsible for analyzing data from financial data systems in order to prepare and publish comprehensive reports and official statements. Maintains accounting records in accordance with Generally Accepted Accounting Principles (GAAP) and is expected to stay current on new GAAP policies and financial rules and regulations that will impact the City of Dayton.\r\n\r\n\r\nThose individuals assigned to Water coordinate the accounting functions and oversee the day-to-day financial operations of three\r\nindependent enterprise funds. Generate and processe inter-departmental and inter-fund accounting transactions. Establish purchase requisitions, monitor purchase orders and process vendor invoices. Responsible for grant administration and generating accounts receivable invoices for various services to individuals and businesses.�\r\n\r\n\r\n
Minimum Qualifications
Bachelor's degree in Accounting, Finance or a closely related field�AND 5 years of experience in\r\naccounting, auditing, collections, investments or other finance related work.\r\n\r\n\r\nOne year of supervisory experience in accounting,\r\nauditing, collections, investments or other finance related work may substitute for 1 year of the above required experience.�\r\n\r\n\r\nAn MBA,\r\nMPA or CPA may substitute for 1 year of the above listed experience. A CPA is preferred for incumbents assigned to the Financial\r\nAnalysis section of Tax and Accounting Division.�\r\n\r\n\r\nDegree must be from a college or university that is accredited by the U. S.\r\nDepartment of Education through the North Central Association of Colleges and Universities or equivalent region.�\r\n

Must possess a valid\r\ndriver's license at time of appointment and maintain as a condition of employment.�\r\n
