Summary Statement

Responsible for the technical review of development projects with a primary focus on constructability, ensuring compliance with State standards, accepted engineering practices, and applicable regulatory requirements. Performs detailed reviews of initial and subsequent plan submittals, including utility design, identifies drainage and infrastructure concerns, and participates in pre-submittal, coordination, and initial stage meetings to support effective project development.\r\nReviews plans at all stages of development, coordinates with Maintenance and Construction personnel, and consolidates and communicates review comments to ensure consistency, accuracy, and timely resolution. Identifies and escalates design deviations, ensures that all review comments are appropriately addressed, and participates in post-comment review meetings to facilitate project advancement.�\r\nAdditional responsibilities include the review of construction agreements; providing input regarding inspection requirements and cost estimates; attending pre-construction meetings; and assisting in the evaluation of field changes or plan revisions during construction. The position also supports project closeout activities, including review of ADA compliance, Primary Punch Lists and other related items.\r\nThe incumbent may oversee consultant activities related to plan review functions, as assigned. This position serves as a technical liaison among Public Works staff, developers, consultants, and contractors to resolve complex issues and support efficient and effective project delivery.\r\nThis position is considered Report When Contacted (RWC) and may have to report during emergency situations and severe weather events. Must maintain a valid driver’s license.\r\n\r\n\r\n

Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed here.\r\n\r\n\r\n\r\n\r\n Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and on-going maintenance requirements; documents and reports compliance or deficiencies.\r\n Designs, develops, or reviews engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities.\r\n Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.\r\n Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.\r\n Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.\r\n Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.\r\n Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments.\r\n Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.\r\n Operates computer assisted drafting equipment or other tools of the trade, and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.\r\n Reads and interprets plans, specification, blueprints, and other engineering documents.\r\n Performs other related duties as required.\r\n\r\n\r\n

Job Requirements

JOB REQUIREMENTS for Engineering/Planning/Surveying (EPS) Technician Program Manager I�\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n�\r\n\r\n\r\n Five years’ experience in maintenance and�construction for the technical discipline as described in the summary statement.\r\n Two years’ experience in transportation or construction project or program management such as planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of transportation or construction projects or programs.��\r\n One year of experience in contract management and control such as ensuring compliance with terms of contracts and negotiating changes to existing contracts.\r\n Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.\r\n\r\n\r\n
