Position Overview:

The Senior Contractor Support to Digital Transformation Initiatives serves as a senior advisor and delivery lead supporting NATO's digital transformation efforts at the political and strategic military level. The role spans ADSE program management, OTIS portfolio management, DT information and knowledge management, strategic communication, and digital literacy and education. It also supports the exploration and assessment of emerging and disruptive technologies, including AI, autonomous systems, quantum, hypersonic, biotechnology, and next-generation networks, to strengthen planning and information sharing with Allies, Partners, and non-NATO actors. The incumbent will produce quantitative, qualitative, and business analyses, model "as-is" and "to-be" business processes, and develop decision-making aids, communications plans, risk and dependency management plans, event support, and administrative products, while also performing additional tasks directed by the COTR. Candidates should hold an active NATO or national Secret clearance and bring at least five years of P3M leadership experience (including requirements management), experience briefing senior leaders, and working knowledge of C2 capability development, Joint Operational C2/Maritime operations, capability architectures, configuration management, and tools such as IBM Rational DOORS, supported by a relevant bachelor's degree or equivalent professional qualification.

Job Responsibilities:

  • The Senior Contractor Support to the Digital Transformation Initiatives will provide support to the following areas:
  • ADSE Program Management
  • OTIS Portfolio Management
  • DT IKM Management
  • DT Strategic Communication
  • DT Literacy and Education
  • Emerging and Disruptive Technologies to support the exploration, understanding, and assessment of EDT focus areas (such as Artificial Intelligence, robotic and autonomous systems, quantum technologies, novel materials and advanced manufacturing, hypersonic technologies, energy and propulsion technologies, biotechnology and human enhancement, next generation networks (e.g. 5G and 6G) and others) to enhance cooperation, planning and information sharing with Allies, Partners and non-NATO actors.
  • Strategic Communications (STRATCOM) including Information Environment Assessment, Public Diplomacy, Public Affairs, Military Public Affairs, Information Operations and Psychological Operations.
  • Quantitative Analysis of products and reports to support and enable situational awareness, visualization, information fusion, course of action analysis, cost estimation, schedule estimation, and benefit analysis at the NATO political and strategic military level.
  • Qualitative Analysis of products and reports to support and enable situational awareness, visualization, information fusion, descriptive and conceptual analysis at the NATO political and strategic military level.
  • Business Analysis of products and reports to support the investigation, conduct, and ongoing support to business and operating model change.
  • Business Process Modelling: Analyses of "as-is" business processes and performance/delivery of further analyses for determining and documenting improved "to-be" business processes.
  • Decision-Making Aids: Products that contribute to part or all of quantitative or qualitative decision-making tools.
  • Event Facilitation: Products and activities that contribute to part or all key events (e.g. event support, conference administration etc).
  • OT Communications Plans.
  • Risk Management Plans.
  • Dependencies Management Plans.
  • Administrative Products.
  • Additional tasks in scope as directed by the COTR.

Required Qualifications:

  • Active NATO or Nation Secret Clearance
  • Citizenship in NATO member nation
  • Fluent in English (written and oral)
  • Bachelor's degree in Information Technology, Information Systems Engineering, International Business Administration, Quality Engineering, or a related discipline and 2 years of function related experience; or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • At least 5 years' experience in the last 10 years in the field of P3M leading initiatives to include requirements management and elicitation.
  • Experience in the field with P3M, digital transformation, and information technology.
  • At least 3 years' experience in the last 10 years briefing senior leaders.
  • Minimum 3 years' experience in the last 10 years using Capability Development and Management Processes in the C2 area.
  • Minimum 3 years' operational knowledge of Joint Operational C2/Maritime within the last 10 years as a military officer or a civilian.
  • Working knowledge of Capability Architectures.
  • Working knowledge of Configuration Management and practices.
  • Program and Project Management experience within a complex and dynamic program environment within the past 10 years.
  • Experience with IBM Rational DOORS or equivalent.
