About the Organization
The State Council of Higher Education for Virginia is the coordinating board for the nation’s preeminent system of postsecondary education. The Council’s statutory mission is to “promote the development and operation of an educationally and economically sound, vigorous, progressive and coordinated system of higher education.”

In support of the Council (board), the state agency known by the acronym SCHEV is responsible for: facilitating collaboration among postsecondary institutions that enhances academic quality and operational efficiency; developing and submitting recommendations to the executive and legislative branches on budgetary and policy matters; acting to approve or disapprove certain academic matters in public higher education; providing advisory guidance to private, nonprofit colleges and universities; and certifying the regulatory compliance of private for-profit postsecondary entities. SCHEV’s objective is to be the recognized source for accurate information, meaningful innovation, and informed leadership in Virginia higher education.

In 2026, the SCHEV Council adopted a new statewide strategic plan for postsecondary education. Developing Tomorrow’s Talent: The Virginia Plan for Higher Education sets goals and strategies to address issues the Commonwealth likely will face over the next six years. The plan provides a roadmap for Virginia to be the “Top State for Talent” by 2032. In so doing, the plan will fulfill its objectives of ensuring the readiness of students and graduates, the responsiveness of colleges and universities, and the relevance of higher education.

About the Position
The Associate for Academic Affairs will contribute to the Council’s and agency’s responsibilities related to academic matters at public colleges and universities. The focus of the position will be public institutions’ degree programs and these programs’ ongoing achievement of quantitative standards for enrollment and completion/graduation, which are dictated by SCHEV Council’s degree-program productivity/viability policy. In addition, the position will assist other academic matters in public higher education, including review of proposals for new degree programs and certificate programs; proposed modifications to existing academic programs; academics-related organizational changes at public institutions; and the assessment of student learning at public institutions. The position is located in SCHEV’s Academic Affairs and Strategic Planning section. In work related to degree-program productivity, the position reports directly to the section Director. In work related to other academic matters, the position reports to the Associate Director for Academic Programs and Instructional Sites.

The Associate for Academic Affairs will:
• Provide day-to-day management of the degree-program productivity/viability review process.
• Serve as the lead contact for public colleges and universities regarding degree-program productivity matters.
• Coordinate with the Director of Academic Affairs and Strategic Planning on ensuring that the productivity/viability review process is meeting progress markers, as well as on keeping the SCHEV Council and the public institutions apprised of the process’s status and progress.
• Assist the Associate Director for Academic Programs and Instructional Sites, and other section staff, with academic matters in public higher education.
• Advance the goals and strategies of the statewide strategic plan for higher education and the related priority initiatives of the SCHEV Council.
• Perform other duties, within and potentially outside Academic Affairs, as assigned.

Minimum Qualifications

• Recent experience in/with academic matters in higher education.
• Demonstrated experience in effectively planning, producing, and implementing project goals and objectives.

Ability to:
• establish and maintain effective working relationships with multiple constituencies;
• communicate effectively in writing and speaking;
• use work-based technologies;
• manage multiple activities simultaneously but accurately and fully; and
• articulate the mission and statutory duties of SCHEV and the goals and strategies of the
statewide strategic plan.

• Recent experience in Virginia state government.
