In this role, you will guide employees through important benefits decisions, resolve complex matters, and lead a team that delivers accurate, timely, and responsive service.

Central State Hospital (CSH), located in Petersburg, Virginia, is a state psychiatric hospital operated by the Virginia Department of Behavioral Health and Developmental Services. Since opening in 1870 as the nation’s first psychiatric hospital dedicated to treating African Americans, CSH has maintained a proud history of serving the citizens of the Commonwealth.

Today, CSH provides inpatient psychiatric treatment to individuals with diverse and complex behavioral health needs, including civil and forensic patients. Our interdisciplinary teams provide individualized, recovery-focused care that promotes safety, dignity, stability, and successful community reintegration.

Responsibilities

As Benefits Manager, you will:

· Lead employee benefits programs and supervise an HR Generalist and Benefits Administrator, providing coaching, quality review, and backup coverage.

· Administer health insurance, flexible spending accounts, retirement, life insurance, and deferred compensation; lead benefits orientation and open enrollment.

· Oversee FMLA administration and balance tracking, including intermittent leave, record reconciliation, required notices, and approaching-exhaustion notifications.

· Oversee workers’ compensation, short- and long-term disability, parental leave, and leave sharing; manage reasonable accommodation processes and coordinate return-to-work arrangements.

· Oversee OSHA/VOSH injury and illness tracking, recordkeeping, annual summaries, posting, and applicable reporting in coordination with Safety and Risk Management.

· Oversee CommonHealth, SmartShopper, and service awards, supporting employee education, wellness participation, and timely recognition.

· Maintain accurate benefits transactions and records in Cardinal, myVRS Navigator, UKG, and related systems; oversee VRS reconciliation and coordinate benefits deductions and payments with Payroll and Finance.

· Ensure required benefits reports and employee notifications are completed, prepare recurring and ad hoc reports requested by leadership, protect confidential information, and improve program controls and service delivery.

Requirements

We seek a candidate with considerable knowledge of employee benefits administration and leadership experience. We also seek the following:

· Demonstrated experience administering employee benefits or closely related HR programs requiring policy interpretation, complex transactions or case coordination, accurate records, and employee consultation.

· Experience providing staff leadership and managing priorities, deadlines, and service quality.

· Experience using HR information systems and Microsoft Office, including Excel.

Nice to Have

· Experience administering Commonwealth of Virginia benefits, including VRS, health insurance, defined contribution plans, and disability programs.

· Experience with Cardinal, myVRS Navigator, UKG, or comparable systems.

· Supervisory or team leadership experience.

· College coursework or a degree in human resources, public or business administration, or a related field; equivalent relevant training and experience considered.

· SHRM-CP, SHRM-SCP, or a relevant benefits / human resources certification.

· Human resources experience in a hospital or another 24-hour operation.
