Environmental Development, Sr Manager

The Senior Manager, Environmental Development leads environmental due diligence, regulatory strategy, and permitting execution across Divert’s projects and transactions and serves as the primary internal environmental resource within the Project Delivery organization.

The role supports environmental matters across greenfield and brownfield development, acquisitions, project delivery, commissioning, and transition to operations. Responsibilities include evaluating environmental conditions, liabilities, regulatory requirements, and constraints; developing and executing permitting strategies; managing consultants; engaging directly with regulators; and integrating environmental requirements into project decisions and execution.

This is a hands-on role requiring strong technical judgement, project management, communication, and regulatory advocacy. The successful candidate must be comfortable independently managing a broad range of responsibilities across multiple projects an jurisdictions.

Environmental Due Diligence & Strategy

• →Lead environmental due diligence for prospective acquisitions, sites, and projects.
• →Review environmental site assessments, regulatory records, compliance history, permits, and related technical materials to identify environmental liabilities, constraints, permitting risks, and potential project impacts.
• →Determine when additional investigation, technical analysis, consultant support, or legal review is warranted.
• →Research and interpret federal, state, and local environmental requirements and develop practical regulatory and permitting strategies.
• →Provide clear recommendations regarding environmental risks, alternatives, and implications for decisions, site selection, design, cost, schedule, and operations.

Permitting & Regulatory Execution

• →Own the environmental permitting lifecycle from applicability assessment through permit issuance, modification, and turnover.
• →Develop and maintain permit matrices, regulatory assessments, permitting schedules, and critical path requirements.
• →Coordinate preparation and submittal of permit applications, technical documentation, and responses to regulatory comments.
• →Review regulatory analyses, permit applications, technical memos, consultant work products, and agency correspondence for accuracy, completeness, and regulatory defensibility.
• →Maintain sufficient technical understanding of Divert’s facilities and processes to critically evaluate consultant recommendations, regulatory requirements, and agency positions.
• →Proactively identify environmental and permitting risks that could impact project delivery and drive them toward resolution.

Consultant & Stakeholder Management

• →Scope, direct, and manage environmental consultants and technical specialists.
• →Evaluate consultant recommendations and work products and drive accountability for quality, responsiveness, and execution.
• →Coordinate environmental matters across Project Delivery, EH&S, Operations, Legal, consultants and other stakeholders.
• →Ensure environmental requirements, commitments, permit conditions, and operational constraints are appropriately incorporated into project design and execution.
• →Lead environmental permit turnover to EH&S and Operations.

Regulatory Engagement & Advocacy

• →Serve as a primary Divert representative with state and local environmental regulatory agencies.
• →Build credible, professional relationships with regulators while effectively advocating for Divert’s projects and positions.
• →Clearly communicate Divert’s processes, technical analyses, operating assumptions, and regulatory interpretations verbally and in writing.
• →Evaluate agency positions using applicable regulations, technical facts, consultant input, and legal guidance as appropriate.
• →Where supported by facts, analysis, and applicable law, educate and advocate with regulators regarding Divert’s processes and positions, and professionally question or challenge interpretations or requirements as needed to reach practical resolution.
• →Escalate significant regulatory matters appropriately and provide leadership with clear recommendations.

• Bachelor’s degree in Environmental Engineering, Environmental Science, Engineering, Environmental Management, or related discipline.
• 7+ years of progressively responsible environmental permitting, consulting, regulatory, or project delivery experience required.
• Experience with industrial facilities, waste management, wastewater treatment, renewable natural gas, anaerobic digestion, manufacturing, brownfield development, or similarly complex projects is preferred.
• Demonstrated experience independently leading environmental permitting processes and developing regulatory strategies.
• Experience conducting or managing environmental due diligence, including review of environmental site assessments and evaluation of environmental liabilities and constraints.
• Strong working knowledge of federal and state environmental programs, including air permitting, Clean Water Act/NPDES, wastewater, stormwater, solid waste, and related requirements.
• Demonstrated ability to research and interpret regulations and apply them to complex industrial or infrastructure projects.
• Experience managing environmental consultants and critically reviewing technical work products.
• Demonstrated experience interacting directly with regulatory agencies, resolving permitting issues, and advocating for technically supportable positions.
• Strong technical, analytical, organizational, and project management skills.
• Exceptional written and verbal communication skills, including the ability to clearly and persuasively communicate complex technical and regulatory matters.
• Sound independent judgement, including knowing when specialized technical or legal support is required.
• Strong candidates will be comfortable operating across a broad range of environmental responsibilities, from getting into the technical details of an issue, to directing a consultant, coordinating with cross functional stakeholders, and sitting across the table from a regulator to advocate on behalf of Divert.

• $135,000 - $150,000 / year + bonus
