Senior Building Services Inspector

Department/ Hospital: Facility Management Department, Kowloon East Cluster
Pay: HK$97,787 to HK$106,791 per month (including Monthly Allowance) [HMPS point 9 – 12]
Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.

Job
The appointee will be responsible for the following main duties:
1. Take up the management of Operation & Maintenance (O&M) of Electrical, Mechanical, Air-conditioning & Building Services (EMABS) installations/ systems in public hospitals and associated premises, including, but not limited to, planning, scheduling, coordinating and monitoring the overhaul, maintenance, repair, replacement, fault and urgent/ emergency call attendance;
2. Supervise in-house technical team and external contractors engaged in the management of O&M of EMABS installations/systems and/or other duties in public hospitals and associated premises to ensure quality and timely delivery of works;
3. Lead the in-house technical staff, and be responsible for the planning of O&M team resources. Control and administer necessary adjustments of resources due to services changes, addition and/or deletion;
4. Provide support to hospitals on facilities related risks and incident management, including review and identify the root cause(s), formulating preventive measures and monitoring improvements implementation;
5. Provide technical advice on O&M of EMABS installations/systems and oversee the compliance on relevant statutory requirements/ordinances, contract specifications, internal guidelines and procedures;
6. Prepare and vet the specifications for the quotation and/or tender procurement of the O&M services and AA&I (Alteration, Addition & Improvement) works of EMABS installations/systems in public hospitals and associated premises;
7. Manage AA&I projects, exercise control on quality of works, project finance and works progress;
8. Manage, monitor and report the performance of works/ maintenance agents/ consultants and contractors appointed for the delivery of relevant works and services;
9. Provide technical input to Capital Works Projects and/or Minor Capital Works Projects in public hospitals and on compliance with relevant engineering standards;
10. Develop and implement energy management strategies to achieve continual improvement in environmental performances;
11. Perform on-call duties and attend urgent/ emergency calls when required; and
12. Perform other related duties as required and assigned by supervisor(s).

Requirements
1. A Diploma or Higher Certificate in Building Services / Electrical / Mechanical Engineering from the Hong Kong Polytechnic / Hong Kong Polytechnic University / Hong Kong Technical College / Hong Kong Technical Institute / Hong Kong Institute of Vocational Education, or equivalent.
2. 12 years of relevant post-qualification experience including 4 years of working experience in the capacity of Building Services Inspector, or equivalent.
3. Obtained valid Construction Industry Safety Training Certificate (Green Card).

Preferred Attributes/Exposure
1. (a) Grade E or above in Chinese Language and English Language (Syllabus B) in HKCEE
OR
(b)
Level 2 or above in Chinese Language and English Language in HKDSE.
2. Formal training in occupational safety and health.
3. Registered electrical worker, class B, registered in the list of EMSD.
4. Excellent interpersonal, communication and presentation skills.
5. Responsible, self-motivated and able to work independently under minimal supervision.
6. Outgoing and able to work under pressure and stressful situation.
7. Knowledge of other common office automation (e.g. e-mail, Internet/Intranet, MS Word, MS Excel, MS PowerPoint, MS Project, AutoCAD and other MS Office applications, etc.)
8. Practical experience in the management of O&M of EMABS installations/ systems and AA&I works in operating premises.
