Construction Superintendent

Salary Range G: $43.68 hourly to start. Full Range: $90,847 - $137,414 annually                          

Reports To: Senior Construction Program Manager – Real Estate Department      

Position Status:  Full Time, Non-Exempt

 

 

Position Purpose

This position is responsible, under the general guidance of the Senior Construction Program Manager, for contract management and field supervision of construction/renovation/modernization activities with definite completion dates at HASCO properties.

 

Essential Job Duties and Responsibilities

1. Plans, schedules, coordinates, and oversees the work of contractors.
2. Assists with the construction contract process, including development of plans, specifications, cost estimates, bids, and contract documents.
3. Inspects work in progress and upon completion to ensure timely completion and compliance with instructions, specifications, procedures, standards and codes.
4. Directs and tracks changes to contract documents in the field.
5. Approves invoices and submits purchase orders.  Responsible for budget and cost control decisions as delegated.
6. Coordinates the project close out documentation such as punch lists, operation manuals, as built drawings, and certificates of completion and occupancy.
7. Coordinates with, assists, and advises carpentry staff as required.
8. Provides access to work areas for contractors and issues notices to tenants and HASCO staff accordingly.
9. Provides technical guidance and assistance to third party management companies and HASCO property management staff.
10. Assists in building inspections for capital needs, safety risks, etc.
11. Coordinates with other programs in the Department and other HASCO Departments as appropriate.
12. Maintains a thorough working knowledge of applicable federal, state, and local regulations that may frequently change.
13. Adheres to, and supports, HASCO’s safety policies, personnel policies, administrative guidelines, operational procedures and directives.
14. Other assigned duties related to the general functions described above.

 

Does not supervise any staff, but may provide guidance/direction.  Oversees contractors to ensure operations, building specifications and scheduling is performed according to plans.

 

• Effective troubleshooting skills. Able to identify problems, provide alternative solutions and follow through to an effective resolution.
• Ability to read and interpret complex government rules and regulations.
• Ability to manage projects from bidding to completion. Can develop project plans and systems to track project goals and timeframes.
• Ability to read and prepare construction plans and specifications. Advanced skills in technical areas of division responsibility such as architecture, construction, electrical, plumbing, carpentry.
• Thorough and attentive to details; able to prioritize and multitask; proactive and detail-oriented.  Ability to maintain organization in a changing environment.
• Exercise sound professional judgment.  Establish and maintain effective working relationships with contractors, property managers and HASCO staff.
• Ability to perform tasks requiring physical exertion; i.e.: climb a ladder, above shoulder and below waist reaching, access tight areas such as crawlspaces and attics.
• Valid Washington State Driver’s License and acceptable driving record at time of appointment and throughout employment are required in this position.

 

Education and/or Experience

A typical way to obtain the qualifications and competencies is:

Three to five years of relevant work experience applicable construction oversight experience or any equivalent combination of education, training and previous work experience that provides the required skills, knowledge and abilities. Associate’s degree preferred.

Ability to communicate clearly and effectively, both verbally and in writing, with people from a variety of cultural, economic and ethnic backgrounds; individuals with disabilities hindering communication; and individuals lacking fluency in verbal or written English.  Exhibits diplomacy and effective listening skills when communicating with clients and staff members. 

 

Computer Skills

Working knowledge of Microsoft Excel, Outlook and Word.  Ability to perform thorough internet searches, accurately complete data entry logs and clearly transmit information through email.

While performing the duties of this job, the employee is required to regularly sit, stand, talk and/or hear.  The employee is frequently required to use hands to finger, handle or feel; to reach with hands and arms; perform frequent above-shoulder and overhead work; climb ladders and work at heights on 2-story buildings; twist at the waist, bend at the waist, stoop, kneel, crouch and/or crawl.  The employee must be able to lift, carry, push and pull up to 75 pounds including up and down stairs.  The employee must have the ability to perform repetitive arm and hand movements and work in tight spaces.  Specific vision abilities include close vision and color vision.

Work is performed primarily at the main office, work sites, and in occupied apartment units and incumbent needs to be located within driving distance of the HASCO office (in Everett, WA) and properties. While performing the duties of this job, the employee is required to frequently inspect projects and may be exposed to ongoing construction and various weather conditions.  The noise level may range from moderate to loud.  Safety equipment such as a hard hat or goggles may be worn.  The employee may drive a vehicle to and from work sites in a variety of weather conditions.

Work requires frequent contact with HASCO staff, residents, property management companies, local building officials, Federal, State and County Program Administrators, contractors and consultants, and the general public.
