About Shalom Family Care
Shalom Family Care LLC is a licensed non-medical home care agency dedicated to providing compassionate, dependable, and high-quality care to seniors, Veterans, and individuals who need assistance with daily living.
We are seeking a highly organized, detail-oriented, and dependable HR & Compliance Coordinator to support our growing team.
This position is ideal for someone with experience in home care administration, caregiver recruitment, human resources, employee onboarding, and personnel file management.
Position Overview
The HR & Compliance Coordinator will be responsible for maintaining accurate and complete employee personnel files, coordinating caregiver recruitment and onboarding, tracking employee training and compliance requirements, and supporting the agency's hiring processes.
We are particularly interested in a candidate who can work independently, identify gaps, follow through on assigned responsibilities, and help establish efficient HR and compliance systems.
This is not primarily a receptionist or general administrative position. The successful candidate will play an important role in maintaining workforce readiness and supporting the agency's commitment to quality care and regulatory compliance.
Key Responsibilities

- Review, audit, organize, and maintain employee personnel files.
- Identify missing, incomplete, or expired employee documentation.
- Track California Home Care Aide registration and background clearance requirements.
- Maintain accurate records of employee training, certifications, acknowledgments, and other required documentation.
- Monitor upcoming compliance deadlines and follow up on outstanding requirements.
- Maintain confidential employee information in accordance with applicable laws and agency policies.
- Prepare regular personnel compliance reports for management.
Recruitment and Hiring
- Coordinate recruitment of qualified and dependable Home Care Aides.
- Post job advertisements, review applications, and screen candidates.
- Conduct initial telephone interviews and coordinate in-person interviews.
- Assist with reference checks and verification of employment qualifications.
- Evaluate candidates' communication skills, reliability, professionalism, and suitability for home care assignments.
- Maintain an organized recruitment pipeline and follow up with applicants promptly.
- Support management in improving caregiver selection and retention.
Employee Onboarding and Training
- Coordinate onboarding for newly hired employees.
- Verify completion of required employment documentation and applicable background clearance requirements before assignment.
- Schedule and track required caregiver orientation and training.
- Maintain records of dementia care training, mandated reporting instruction, workplace safety training, and other applicable training.
- Ensure employee acknowledgments and required agency forms are completed and properly filed.
- Follow up with employees regarding incomplete onboarding requirements.
Administrative and Operational Support
- Collaborate with office management to identify staffing and recruitment needs.
- Assist with employee communications related to onboarding, documentation, and training.
- Maintain accurate HR tracking systems and spreadsheets.
- Recommend improvements to administrative workflows and recordkeeping procedures.
- Perform other HR and compliance-related duties as assigned.
Qualifications
Required:
- At least 2 years of administrative, HR, recruiting, or employee onboarding experience.
- Strong organizational skills and exceptional attention to detail.
- Experience maintaining confidential employee records.
- Proficiency with Microsoft Office, Google Workspace, and electronic recordkeeping systems.
- Strong written and verbal communication skills.
- Ability to manage multiple priorities and meet deadlines.
- Ability to work independently with minimal supervision.
- Professionalism, discretion, reliability, and accountability.
Preferred:
- Previous experience working in a California licensed Home Care Organization.
- Experience recruiting and onboarding Home Care Aides or caregivers.
- Familiarity with California Home Care Aide registration and background clearance processes.
- Knowledge of California Department of Social Services requirements applicable to home care agencies.
- Experience with ADP, AxisCare, or similar HR and home care management systems.
- Experience conducting personnel file audits or maintaining compliance tracking systems.
Schedule and Growth Opportunity
This position is initially part-time, approximately 20 hours per week.
During the initial personnel file review and organization period, additional hours, potentially up to 40 hours per week, may be available depending on agency needs and the candidate's availability.
There is potential for the position to transition to full-time in the future based on organizational needs, performance, and mutual agreement.

- Is proactive in identifying missing information and resolving administrative issues.
- Understands the importance of hiring reliable and compassionate caregivers.
- Can create and maintain organized, accurate personnel records.
- Communicates effectively with employees and management.
- Values integrity, confidentiality, accountability, and professionalism.
