Our client, a leading Development Financial Institution (DFI) in Pakistan, is seeking applications from experienced professionals for the position of Head of Treasury. Established in 1979 as a joint venture between the Governments of Pakistan and Kuwait, the organization provides a wide range of corporate and investment banking, project financing, treasury, and capital market services.
This position manages Treasury function, arranging funds and maintaining cash-flows in support of business and risk strategies; Engages with the Group Head for investment strategies and business functions for interest-rate forecasts and trends, provides deposit rates for planning and deal structuring; Oversee investments of funds & portfolio management; Ensure compliance with regulatory requirements; Ensures availability of funds to discharge liabilities payments, pursue investments plans, and expand corporate financing in line with business strategies. These responsibilities are carried out with the objective to drive asset growth, maximize treasury returns through arbitrage and investments opportunities, minimize borrowing costs and ensure liquidity risk management within the limits of SBP regulations, SECP guidelines and policies governing money and interbank markets, internal policies and procedures.
Responsibilities
~1 min read- Manages Money Market / Islamic Finance Division (IFD) operations by developing a balanced & strategic Money Market / Islamic Finance portfolio aligned with asset/liability and risk control policies, guidelines, and limits
- Fulfills liquidity and financing requirements of PKIC functions and business operations; Structures, schedules, negotiates, and executes interbank trades and lending/borrowing deals aligned with financing requirements; Secures best available rates for PKIC in interbank deals given prevailing market conditions
- Conducts transactions in fixed-income securities, bonds, and debt instruments, Shariah compliant securities/instruments/funds to develop a portfolio in support of investment strategy; Allocates surplus company funds in money market instruments / to generate yields or leverages funds to capitalize on arbitrage opportunities; undertake placement/generation of funds through different Islamic modes of placement/generation to efficiently utilize the available funds and maximize the return on overall portfolio.
- Matches cash-flows from yield-generating instruments with liability payments, management of PKIC-IFD's liquid funds
- Formulates an ideal portfolio mix for achieving asset growth and maintaining liquidity; Assesses contribution of different asset categories in achieving liquidity/revenue goals; Balances yields and durations of debt-instruments as per business needs
- Monitors and ensures adherence to company policies/regulatory limits for investments in particular assets as well as overall portfolio structure
- Determines interest rate ranges to be offered in interbank arrangements on the basis of market conditions and macro-economic factors
- Hedges balance sheet positions against liquidity risks emerging from varying market conditions
- Establishes and reviews Interbank Line Limits on basis of book size, financial evaluations, current limit utilization, business plans, and investment strategies
- Collaborates with the Group Head to develop business strategies and operational plans in pursuit of targets for book size growth and liquidity/risk management
- Formulates treasury budgets in alignment with investment and business strategies, desired asset/lability positions, and liquidity and growth targets
- Analyzes market trends and developments influencing discount rates and asset yields/prices; Forecasts discount rates for upcoming period to facilitate planning and budgeting
- Develops investment plans on the basis of insights into market trends; Determines product classes, securities, durations etc. to be emphasized
- Engages business departments to plan financing requirements for achieving operational targets over annual period; Discusses viability of rates offered by Corporate Financing to customers
- Participates in development of performance reports and presentations at ALCO meetings
- Monitors target achievements, investment performance, liquidity/balance sheet positions, portfolio risk profiles, Interbank Line Limit recommendations and renewals.
Post Graduate (preferably MBA in Finance) with minimum 10 years of experience in Treasury roles with 3 years in Management positions.
