You’ll lead end-to-end development of responses to requests for information, qualifications, quotations, and proposals (collectively, RFx), as well as interview materials, shortlist presentations, and related pursuit deliverables from kickoff through completion.
You’ll use strong organizational and time management skills to manage multiple concurrent proposals and tasks with overlapping deadlines, including work across time zones, with minimal supervision.
You’ll review solicitation documents to identify compliance requirements, evaluation criteria, submission instructions, risks, required forms, and key deadlines.
You’ll develop pursuit schedules, outlines, responsibility matrices, content plans, writing templates, review milestones, and production timelines that support on-time, compliant submissions.
You’ll facilitate kickoff meetings to confirm pursuit strategy, win themes, differentiators, team roles, schedule expectations, and decision points.
You’ll lead proposal development in coordination with business development leaders, technical teams, and identified subject matter experts to gather, refine, and tailor content for use in proposals.
You’ll contribute to pre-proposal activities and campaigns, including targeted marketing or public relations efforts that support pursuit positioning.
You’ll write, edit, and organize proposal content to ensure clarity, consistency, persuasive messaging, client focus, brand alignment, and compliance with requirements.
You’ll conduct color team proposal reviews and approval checkpoints to ensure compliance with proposal requirements.
You’ll be accountable for timely submission of compliant and compelling proposals, including final production, quality control, packaging, and electronic or physical submission of pursuit deliverables.
You’ll direct the quality and success of bids, ensuring proposals meet compliance requirements, reflect win strategy, and present the firm’s qualifications effectively.
You’ll track pursuit milestones, submission outcomes, debrief findings, shortlist results, win/loss trends, and lessons learned to improve future proposal performance.
You’ll lead post-submission reviews with pursuit teams to capture process improvements, content updates, staffing insights, and client feedback.
You’ll maintain and improve proposal tools, templates, boilerplate content, pursuit checklists, review protocols, and best-practice resources.
You’ll promote consistent proposal processes, accountability, quality standards, and continuous improvement across the pursuit team.
You’ll conduct other duties and tasks as assigned.
Bachelor’s degree in business, marketing or communications or related field – or qualified relevant experience in lieu of a formal education.
3-5 years of experience managing proposals for State, Local, and Higher Education clients (Architecture, Engineering, and Construction (AEC) industry desired).
Demonstrated experience managing multiple concurrent proposals with overlapping deadlines
Familiarity with the full proposal lifecycle — from RFx review through submission and closeout
Proficiency in Microsoft Office Suite, with strong skills in Word and PowerPoint
Working knowledge of Adobe Creative Suite, particularly InDesign; demonstrated graphic design capabilities for proposal layout and formatting
Experience using shared file management systems (e.g., SharePoint, Teams, or similar collaboration platforms)
Familiarity with CRM or opportunity tracking tools (e.g., Deltek, Salesforce) is a plus
Excellent written and verbal communication skills, with the ability to write clear, persuasive, and client-focused content
Strong attention to detail, organizational skills, and ability to work independently with minimal supervision
Professional, proactive work ethic with a collaborative team-oriented approach
Ability to manage competing priorities calmly and effectively under deadline pressure
