Organizational Department / Unit to which the Consultant is contributing

Under the direct supervision of the Protection Center Manager and in coordination with the Protection and Medical teams, the Protection Centre Assistant supports the safe and effective daily functioning of the Centre. They assist with beneficiary reception and follow-up, identification and referral of protection and medical needs, AVS-related activities, and access to relevant services, while ensuring timely communication and respect for confidentiality and “Do No Harm” principles.
 
Tasks to be performed under this contract
  • Ensure a continuous, reassuring and professional presence in the Centre during assigned shifts, including nights, weekends and public holidays, according to the established rotation schedule 

  • Assist to the daily needs of beneficiaries and their babies who are unable to do it themselves, including but not limited to food and sanitation 

  • Assisting in identifying beneficiaries who require medical attention and promptly informing the medical team.

  • Supporting beneficiaries with reduced mobility      or those who are medically vulnerable by accompanying them to the hospital or during medical assessments when requested.

  • Assisting dependent beneficiaries with their activities of daily living, and their babies including personal hygiene, while respecting their dignity and privacy.

  • Following instructions provided by the medical team and supporting the implementation of care plans as required, while ensuring strict confidentiality. Any observed health concerns or changes in a beneficiary’s condition should be reported directly to the medical team through confidential channels only.

  • Accompany medical cases to public hospitals with protection civile and ensure their admission efficiently 

  • Conduct regular rounds throughout the Centre to identify operational problems, safety concerns, medical needs, protection concerns or incidents requiring attention 

  • Support the daily organization of collective life in the Centre, including meal distribution, respect for schedules, hygiene arrangements and appropriate use of common areas 

  • Maintain and update attendance records and relevant daily registers, and support evening presence verification according to established Centre procedures 

  • Ensure proper handover between shifts, including relevant pending actions, appointments, incidents, medical follow-up and beneficiaries requiring particular attention, while respecting confidentiality and the need-to-know principle 

  • Maintain respectful and professional communication with beneficiaries and facilitate their access to information regarding services available within the Centre 

  • Pay particular attention to beneficiaries with identified vulnerabilities or specific needs, in accordance with instructions provided by the responsible Protection and Medical teams 

  • Facilitate communication between beneficiaries and the IOM Medical team regarding medical concerns, scheduled consultations, examinations, treatment follow-up and referrals 

  • In the event of a medical emergency, immediately activate the established emergency procedure, coordinate with the IOM Medical team and contact emergency services or Civil Protection when required 

  • Immediately report any incident involving violence, threats, safeguarding concerns, protection risks, medical emergencies, disappearance or other serious concerns according to the Centre’s escalation procedures 

  • Participate in Centre meetings, case-related coordination when specifically requested, briefings and training sessions organized by IOM 

 
 

Requirements

  • Secondary education required. Training or studies in social sciences, humanitarian action, healthcare, psychology, social work or another relevant field are an advantage 

  • Expérience professionnelle d’au moins 2 ans dans un rôle similaire, en contact avec des populations vulnérables ; 

  • Expérience dans des contextes d’accueil, centres sociaux ou de protection humanitaire est un atout ; 

  • Connaissance des principes de protection des migrants, de confidentialité et de la gestion de situations sensibles. 

  • Excellentes capacités relationnelles et d’écoute active ; 

  • Patience, sens de la responsabilité et respect des différences culturelles ; 

  • Discrétion, maturité et capacité à gérer des situations stressantes.

  • Horaires en rotation (nuit, week-ends et jours fériés) à définir selon les besoins opérationnels du centre  

  • Présence obligatoire sur site pendant les horaires assignés ; 

  • Engagement à respecter les principes de « Do No Harm », de confidentialité, et le Code de conduite de l’OIM

 

For this consultancy, fluency in English and French is required (oral and written).

DESIRABLE
Working knowledge of Arabic.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Responsibilities

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work. 

Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, security clearances.
