Danish Western Balkans Regional Migration Governance Programme (RMGP) – Focus on Western Balkans and Republic of Türkiye – Outcome 2 (IB0537)
The International Organization for Migration (IOM) will support the development of a specialized training module to strengthen the capacity of labour inspectors to identify, respond to and refer cases involving indicators of trafficking in persons and labour exploitation. The module will be designed for integration into the initial and continuous training curriculum for labour inspectors, ensuring sustainability and institutional ownership.
The International Consultant will work as part of a team with the Local Consultant to ensure that the training module combines international standards, comparative practice and technical guidance with a strong understanding of the Albanian legal, institutional and operational context, including the roles and responsibilities of labour inspectorates, law enforcement institutions, referral structures and relevant case management procedures.
Working under the overall supervision of IOM Albania and in close coordination with the Labour Inspectorate and the Local Consultant, the International Consultant will first support an assessment of the current situation, existing capacities, training needs and operational priorities. The findings of this assessment will inform the technical development of the specialized training module for labour inspectors and the subsequent organization and delivery of the Training of Trainers (ToT).

The International Consultant will provide overall technical leadership, comparative expertise and quality assurance for the development of the specialized training module. The Local Consultant will complement this work by ensuring national contextualization and alignment with Albania’s legal, institutional and operational context. Together, the consultants will work as one team to produce a practical, sustainable and institutionally relevant training package for labour inspectors.
The consultant will be responsible for the following tasks:
• Provide overall technical guidance for the development of the specialized training module, drawing on international standards, comparative practice and relevant regional experience on trafficking in persons, labour exploitation and labour inspection.
• Work jointly with the Local Consultant to assess the current situation, existing capacities, training needs and contextual priorities for labour inspectors in Albania before moving to the development of the training module.
• Lead the drafting of the specialized training module, with inputs from the Local Consultant to ensure alignment with Albanian legislation and institutional practice.
• Provide technical inputs on key indicators of trafficking in persons and labour exploitation that may be identified during labour inspections, ensuring consistency with international standards and practical relevance for inspectors.
• Develop practical tools, exercises, case studies, checklists and guidance materials for labour inspectors.
• Contribute to the design of sessions on selecting, planning and conducting professional inspections in suspected cases of labour exploitation and trafficking in persons.
• Develop guidance on planning and conducting joint inspections involving labour inspectorates, police and other relevant institutions.
• Ensure that referral pathways and inspection case management procedures are accurately reflected in the module.
• Participate in selected consultations and validation meetings with labour inspectorates, police and other relevant stakeholders, in coordination with IOM and the Local Consultant.
• Co-facilitate the Training of Trainers in Tirana together with the Local Consultant.
• Incorporate feedback from IOM, the Labour Inspectorate and national stakeholders into the final training module and related materials.

Requirements
~1 min readAdvanced university degree in social sciences, public administration, human rights, labour relations, law, criminal justice, migration studies or another relevant field.
At least 10 years of relevant international professional experience in migration, trafficking in persons, labour exploitation, labour inspection, protection, institutional capacity development or related fields.
• Strong knowledge of international standards, comparative practice and institutional approaches related to labour inspection, trafficking in persons, labour exploitation, referral mechanisms and victim protection.
• Extensive experience in developing training programmes, training content, SOPs, guidance materials and practical tools for public institutions and service providers.
• Experience working with government institutions, labour inspectorates, law enforcement-related structures, referral mechanisms and other relevant stakeholders, including facilitation of consultations and capacity-building activities in multicultural or international settings.
• Strong analytical, drafting, facilitation and communication skills, demonstrated through national and international consultancy assignments.
• Ability to perform responsibilities with accuracy, discretion and confidentiality.
• Strong interpersonal and intercultural skills, with attention to detail.
For this consultancy, Fluency in English is required for this assignment. Knowledge of Albanian and/or other Western Balkan languages is considered an asset

Responsibilities
~2 min readIOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
