Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Under the overall supervision of the National Human Resources Officer, the direct supervision of the Human Resources Administration Focal Point; and, in collaboration with relevant Units at Headquarters and the Administrative Centers, the successful candidate will be responsible and accountable for supporting human resources administration functions and transactions for the Country Office (CO) in Greece.
- Carry out and coordinate HR actions in compliance with IOM processes and procedures, including pre-employment activities, entry formalities, onboarding, implementation of benefits and entitlements, change in personnel actions/ organizational assignments, staff time and attendance, and separations.
- Perform assigned role(s) in HR system (WAVE) and tracking tools, paying special attention to data consistency and accuracy; input and maintain data based on approvals and supporting documentation; monitor and follow up on contractual situation and entitlements and generate reports, contract extensions, personnel actions and other related documentation.
- Carry-out pre-employment activities such as preparation of Entry On Duty (EOD) documentation and collection of supporting documentation, coordination of EOD medical exams, follow-up with Health Insurance Medical Services (Manila or Panama) on medical clearances, coordination of orientation sessions, arrangement for security briefing and medical examinations, inclusion in insurance plans (i.e. National Social Security schemes) as appropriate, creation of personal file, etc.
- Perform timely submission of HR documents as required by staff participation in National Social Security (NSS) schemes and other local requirements.
- Perform the role of Timekeeper in WAVE; maintain, update and reconcile leave quotas based on supporting documentation; generate and edit leave-related reports; respond to general questions concerning leave administration; guide staff on request and approval procedure in WAVE.
- Support separation, promotion and other processes by collecting necessary documentation, drafting forms, making basic calculations, obtaining approvals and coordinating with relevant units in the Regional Office and Administrative Centers.
- Update and maintain electronic and physical archiving systems in the unit including personnel files with all supporting documentation, recruitment files, HR policies, regulations, guidelines and manuals, internal controls, etc.
- Draft certificates of employment, notices, letters, reports, presentations, graphs and support timely submission of documents, including audit requisitions.
- Provide information to staff on their entitlements and responsibilities in line with IOM regulations, instructions and procedures. Respond to standard inquiries and refer the most sensitive/complex ones.

Requirements
~1 min read- Bachelor’s degree in Human Resources, Business Administration, Psychology or related field with minimum two years of relevant work experience; or
- High School diploma/ certificate with minimum four years of relevant work experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Previous work experience in a similar role;
- Strong understanding of general HR processes and procedures;
- Experience working with local labor law procedures and national social security schemes;
- Experience working with EU audits and/ or national funding an asset;
- Hands-on experience using WAVE preferred;
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Able to communicate in a clear and concise way in both oral and written;
- Ability to handle multiple tasks at once and to prioritize;
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook;
- Knowledge of spreadsheet and data analysis an asset;
- Strong attention to detail and good analytical skills;
- Ability to organize paperwork in a methodical way;
- Discreet, detail and client-oriented, patient and willingness to learn new things;

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Greek (oral and written) is required.
