Under Output 1, the project strengthens institutional anti-fraud responses, enhancing inter-agency cooperation between law enforcement and frontline migration authorities through targeted capacity-building on countering online scamming and cyber-enabled recruitment fraud linked to international labor migration.
In the Kyrgyz Republic, the rapid proliferation of fraudulent online intermediaries, deceptive job advertisements across social media and messaging channels, and counterfeit visa schemes require direct operational coordination between hotline operators and criminal investigators. To address these challenges, this consultancy strengthens operational coordination and referral pathways between the Cybersecurity Department of the Ministry of Internal Affairs (MIA) and the Safe Migration Hotline under the Center for Employment Abroad (CEA) under the Ministry of Labor, Social Protection and Migration in the Kyrgyz Republic. The Training is expected to take place in Bishkek in November 2026.

The Consultant shall perform the following tasks:
1. Training Needs Assessment and Methodology Formulation
a. Conduct a rapid Training Needs Assessment (TNA) in consultation with the IOM Project Team, CEA Hotline supervisors, and MIA Cybersecurity leadership to identify operational and knowledge gaps regarding online scam typologies, digital evidence, and referral bottlenecks.
b. Review existing project documentation.
c. Develop a tailored training methodology, detailed session agenda, and pre- and post-training evaluation tools for IOM review and approval.
2. Development of Training Curriculum and Practical Handouts
a. Develop practical, scenario-based training modules tailored to both law-enforcement officers and frontline hotline personnel.
b. Prepare practical case studies, simulation exercises, and participant handouts.
3. In-Person Delivery of the Anti-Fraud / Anti-Scamming Training
a. Deliver a one-day intensive, in-person training in Bishkek for at least 25 targeted participants (combining MIA Cybersecurity officers from Bishkek and Osh with CEA Safe Migration Hotline operators).
b. Facilitate interactive discussions and cross-sectoral dialogue between investigators and hotline staff to establish practical working contacts and streamline referral routines.
c. Administer pre- and post-training tests to objectively measure participants’ knowledge acquisition.
4. Elaboration/Updating of the Recruitment Scam Checklist
a. In close coordination with IOM and CEA technical staff and relevant SWS stakeholders, develop or update a standardized, user-friendly Recruitment Scam Checklist / Guide for Migrant Job Seekers.
b. Ensure the Checklist identifies common recruitment scam scenarios and tangible indicators and red flags, including deceptive job advertisements on social media and messaging platforms, direct-messaging payment requests, unaccredited bank accounts, unrealistic wage promises, and fake visa guarantees, to serve as a both as a frontline operator desk tool and an accessible job-seeker verification guide that can be integrated into relevant hotline and pre-departure information materials.
5. Reporting and Recommendations
a. Submit a comprehensive Final Consultancy Report consolidating training delivery details, gender-disaggregated participant data, comparative pre- and post-test analyses, evaluation feedback, and concrete technical recommendations for sustained inter-agency coordination between CEA and MIA.
6. Other duties:
a. Perform other minor duties directly related to anti-fraud capacity building, training delivery, and migrant protection as requested by IOM.
- Advanced university degree (Master’s or equivalent, or Bachelor’s with extensive experience) in Law, Criminology, Criminal Justice, Information technology / Cybersecurity, or a closely related technical/legal field.
- Minimum of 5 years of professional experience in cybercrime investigation, anti-fraud enforcement, legal counsel, or law-enforcement operations within the Kyrgyz Republic.
- Demonstrated operational familiarity with the Ministry of Internal Affairs system, cybercrime investigation units, and online financial/fraud schemes.
- Proven experience developing interactive training modules and delivering capacity-building workshops for frontline service providers, hotline operators, or law-enforcement officers.
- Familiarity with international labor migration trends, recruitment intermediation risks, and safe migration frameworks in Central Asia is highly desirable.
- Strong analytical, presentation, and cross-sectoral facilitation skills; capacity to explain complex digital/legal concepts clearly to a non-technical audience.
- Fluency in Kyrgyz and Russian (written and oral) is required; working knowledge of English is an advantage but not mandatory. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
No regional travel is anticipated; training delivery and preparatory meetings will take place in Bishkek (participants from regional branches will be brought to Bishkek by the project).

Responsibilities
~2 min readIOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
