Under the overall guidance of the Chief of Mission (CoM) and direct supervision of the Head of Protection Division and in close coordination with relevant programme units, the Protection Information Management and Reporting Officer will support the coordination and implementation of protection data systems, internal and external reporting, protection data analysis, and inter-agency information sharing.
A. Information Management Systems and Tools
Support the implementation and maintenance of Protection Information Management (PIM) systems, including digital tools for case management and mobile data collection, ensuring alignment with IOM corporate standards.
Ensure standardized, secure data collection protocols and harmonized PIM tools across units and field locations, promoting consistency, compatibility, and interoperability in data collection and reporting.
Support data quality assurance activities (e.g. validation rules, regular data cleaning, spot checks) and maintain data dictionaries and metadata for protection datasets.
Support integration of Protection Division (PxD) data with broader IOM Libya information management systems (e.g. Migrant Management Operational System Application (MiMOSA), Displacement Tracking Matrix (DTM), common data repositories), in close coordination with relevant units.
B. Data Analysis and Protection Trends Monitoring
Aggregate, clean, and analyze quantitative and qualitative data from across units and teams (Gender-Based Violence (GBV), Child Protection (CP), Counter-Trafficking (CT), Alternatives to Migration Detention (ATD), Voluntary Humanitarian Return (VHR)common data repositories), in close coordination with relevant etc.) with appropriate disaggregation by sex, age, to identify trends and protection concerns.
Generate timely protection dashboards, analytical briefs, situation updates, and vulnerability mapping products for migrants, internally displaced persons, returnees, and host communities.
Contribute to the development of data products and thematic reports highlighting the lived experiences of migrants, PxD’s achievements, and the overall protection impact.
Provide inputs to multi-sectoral assessments, humanitarian response plans, and early warning or anticipatory action frameworks.
C. Internal and External Reporting
Support the preparation of monthly, quarterly, and annual protection reports aligned with project results. Contribute to donor-specific reporting in coordination with Project Officers and other Units.
Collate and synthesize data and narratives from across PxD to support the production of high-quality, impact-oriented reports and communications products.
Assist in tracking Strategic Results Framework (SRF) indicators, donor results indicators, and internal performance metrics.
Ensure protection data and analysis are incorporated into inter-agency reporting, donor reports, global reports, and humanitarian response plans.
D. Interagency Coordination and Information Sharing
Support participation in inter-agency coordination fora including the Working Groups, Taskforces, joint assessments etc.
Facilitate timely, ethical sharing of protection data with partners and ensure compliance with data protection protocols. Support development of joint Protection Information (PIM) products with United Nations (UN) and Non-Government Organization (NGO) partners.
E. Capacity Building and Data Responsibility
Provide technical support and training to IOM staff and implementing partners on protection information management, reporting tools, and data ethics. Contribute to the development and dissemination of Standard Operating Procedures (SOPs) and technical guidance on data responsibility, protection information flows, and confidentiality ensuring compliance with IOM’s Data Protection Principles and relevant Inter-Agency Standing Committee (IASC) guidance.
Undertake duty travel as required.
Perform such other duties as may be assigned.
- Master’s degree in Information Management, Data Science, Science, Technology, Engineering and Mathematics (STEM) fields, Statistics, Biostatistics, Social Sciences, Development Studies, Political Sciences, or a related field from an accredited academic institution with two years of relevant experience; or
Bachelor’s degree in one of the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Proven experience in humanitarian information management, preferably in protection or migration settings. Experience in the development and management of databases and applications;
- Demonstrated experience in producing high-quality internal and external reports, including donor reports, analytical briefs, and communications products that synthesize quantitative and qualitative protection data into compelling narratives;
- Demonstrated experience managing protection data platforms (e.g. MiMOSA, RIMS or similar case management tools);
- Experience working with United Nations (UN), International Organization for Migration (IOM), or Non-Government Organizations (NGOs) in humanitarian or migration settings is highly desirable;
- Experience of information management work, particularly on data verification, validation, classification and transaction.
- Proven analytical skills, including experience with data visualization tools (e.g., Power BI, Tableau, GIS);
- Ability to support the delivery of technical trainings;
- Demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes;
- Good written and oral communication skills, effective in liaison and coordination with external partners;
- Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordination with a variety of stakeholders;
- Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high quality reports;
- Good knowledge of protection principles, confidentiality standards, and data protection frameworks;
- Proficiency in data management and analysis software (e.g., Power BI, Excel, SQL, R, Python, Kobo, ODK);
- Knowledge and understanding of IOM’s institutional approach on Protection Information Management (PIM);
- Ability to work with and maintain strict confidentiality, when necessary.
