Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

The Counter Trafficking, Smuggling of Migrants, Integrated Border Governance (IBG) and Resettlement Unit, under the Counter Trafficking and Border Management Division of IOM Brazil, is responsible for supporting and implementing activities related to counter-trafficking, smuggling of migrants, border governance, family reunification, resettlement and complementary pathways, as well as broader migration management initiatives in coordination with national authorities, UN agencies and other relevant stakeholders.

Under the direct supervision of the National Officer based in Brasília, and in close coordination with relevant programme and operational units, the successful candidate will provide administrative, operational and technical support to activities related to Family Reunification (FR), Resettlement and Movement Management (RMM), and Integrated Border Governance (IBG), Counter Trafficking (TiP), Smuggling of Migrants (SoM), within the framework of IOM Brazil’s Counter Trafficking, Smuggling of Migrants, IBG and Resettlement portfolio.

The successful candidate will support the implementation, coordination and follow-up of activities related to migration management, migrant protection, family reunification and resettlement programmes, including liaison with internal units, government counterparts and external partners. The incumbent will also assist in the preparation of reports, briefing materials, operational documents, meeting summaries and institutional communications, as well as support monitoring, data organization, knowledge management and administrative processes related to programme implementation.

The position will further contribute to the organization of meetings, workshops, missions and capacity-building activities, as well as to the timely implementation of activities in line with IOM policies, donor requirements and institutional priorities.

  1. Support the operational, administrative and coordination aspects of activities related to Counter-Trafficking (CT) and Smuggling of Migrants (SoM), Family Reunification (FR), Resettlement and Movement Management (RMM), Integrated Border Governance (IBG), including the monitoring of implementation processes, tracking of activities and follow-up of results achieved;

  2. Assist in the implementation and coordination of migration management, migrant protection, family reunification and resettlement-related activities in line with IOM policies, donor requirements and institutional priorities;

  3. Participate in meetings, workshops, conferences and coordination activities, and maintain effective liaison and communication with government counterparts, UN agencies, implementing partners, civil society organizations and other relevant stakeholders involved in programme implementation;

  4. Support the preparation, drafting, editing, proofreading and translation of reports, briefing notes, presentations, correspondence and other institutional and operational documents related to the unit’s activities;

  5. Assist in the preparation of progress reports, meeting summaries and other information products, ensuring proper information sharing and coordination with the National Officer and relevant programme units;

  6. Undertake duty travel and site visits, when required, to support programme implementation, coordination activities, liaison with counterparts, monitoring activities and operational follow-up in different implementation contexts;

  7. Provide logistical, administrative and coordination support for the organization and implementation of trainings, workshops, missions, awareness-raising activities and capacity-building initiatives targeting governmental and non-governmental stakeholders;

  8. Support data collection, organization, systematization and information management activities related to programme implementation, including maintaining updated records, files and internal tracking systems;

  9. Support administrative and financial processes related to programme implementation, including procurement, travel arrangements, WAVE processes and other internal administrative procedures, as required;

  10. Perform such other duties as may be assigned.

Requirements

  • Bachelor’s degree in International Relations, Law, Social Sciences, Political Sciences, Public Policy, Migration Studies, Human Rights, or a related field from an accredited academic institution with a minimum of three (3) years of relevant professional experience; 

  • Or Master’s degree in International Relations, Migration Studies, Human Rights, Public Policy, Political Sciences, Social Sciences, or a related field from an accredited academic institution with a minimum of one (1) year of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

  • Experience supporting projects and activities related to migration management, family reunification, resettlement, counter-trafficking, smuggling of migrants and integrated border governance in coordination with government counterparts, UN agencies and civil society organizations;

  • Experience in technical writing, reporting, drafting and reviewing institutional and operational documents;

  • Professional experience in migration, humanitarian or protection-related contexts;

  • Good knowledge of IOM mandate and migration-related activities implemented in Brazil, particularly in the areas of protection, resettlement and border governance;

  • Ability to maintain effective working relationships with government institutions, UN agencies, partners and other stakeholders;

  • Knowledge of migration law, refugee law, human rights and counter-trafficking/smuggling of migrants frameworks.

  • Excellent organization skills.

  • Analytical and creative thinking.

  • Ability to prepare clear and concise products. 

  • Computer/software literate.

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Portuguese and English is required (oral and written).

Desirable Advanced Spanish or French is desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
