Under the overall supervision of Programme Coordinator (Global Health Assessment Programme) at MHD HQ , direct supervision of the Migration Health Informatics Manager in Valencia, and administrative supervision of the Senior Global Radiology Coordinator in Manila, the successful candidate will work as a member of the MHI (Migration Health Informatics) team and in close collaboration with various units of the Health Assessment Programme (HAP) Global Support Unit will provide services to all missions and medical field operations worldwide.
The National Data Analytics Officer is responsible for managing the activities and services of the HAP Data Quality, Data Reporting, and Research teams within the MHI Unit. The position shall support the unit in implementing and managing the migration health data warehouses, for MHD periodic statistical reporting and publication, operational performance analysis, health profiling and indicators monitoring. The incumbent shall play a major role in providing modern business intelligence (BI), data analysis and presentation tools (dashboards) for use by IOM missions, external partners and public audience.
Programmatic Data Quality Assurance
Manage and coordinate the activities of the data validation team within the MHI unit as the team lead delegated by the MHI Manager.
Lead the Data Analysts, Data Visualization Officer, and Data Validation Assistants to identify, develop and implement priority data quality requirements and tools.
Improve and implement sophisticated data validation procedures and algorithms to continuously enhance data quality, detect issues, and facilitate data troubleshooing activities by reviewing technical instructions, data management SOPs, applications user interface and functionality requirements, and reporting needs
Plan and coordinate the delivery and support (business analysis, design, UAT, rollout, maintenance and management) of new and existing validation systems essential for IOM migration health assessment data quality monitoring
Collaborate within MHI and with ICT in monitoring the data to identify possible health systems issues, performing case analysis and data review to identify impact of system issues to data quality, and troubleshooting the data to address data issues
Coordinate with MHD regional data focals in monitoring and addressing data quality issues
Medical Data Management
Advise on design and implementation of new data collection, data quality control, and data transfer systems between IOM and partner databases.
Work closely with MHI Data Engineer to provide inputs in the management and enhancement of the MHD data warehouse.
Perform extract, transform and load (ETL) procedures required to generate and periodically update the MHD databases and data warehouse.
Develop and improve existing database queries, views, jobs and QC scripts to automate regular global medical data validation activities and reporting mechanisms.
Establish and maintain standard operating procedures (SOP), data dictionaries, and reporting templates for data validation, database management, reporting and analysis to facilitate implementation of regular data validation and reporting activities.
Advise on the design, development and implementation of migration health data warehouse, including a dimensional data model that addresses MHD reporting needs.
Implement dimensional data models and generate fact/dimension table structures for validation and reporting.
HAP Reporting and Analysis
Support MHD HAP in the use of data analysis and business intelligence (BI) tools to generate advanced, web-based reports and dashboards aimed at global performance analysis, secondary health data analysis and population group health profile analysis.
Conduct statistical analysis and utilize advanced statistical methods and tools for internal and external stakeholders on data reporting and analysis requirements using PowerBI, STATA software or similar statistical software package
Monitor and coordinate submission of regular and adhoc data reporting requirements to internal and external stakeholders
Collaborate with PAF and Teleradiology units on finance- and teleradiology-relate health data and reporting requirements, respectively
Research
Provide guidance on available HAP data sources, data processing and statististical analysis for HAP-releated research activities of MHD
Contribute to the review and write scientific papers, technical reports, presentations and others in relation to HAP-related research
Work with the Research Team and participate in secondary analysis and interpretation for scientific research purposes and MHD publications on the health status of migrant populations
Training
Plan, implement and evaluate training initiatives in relation to HAP data quality assurance and reporting to address gaps in knowledge and skills among product users
Train project team members to deliver training activities in different platforms such as face-to-face training, and remote sessions
Participate in regional trainings on data validation and reporting of field staff to improve overall data quality and reporting products
Technical and administrative oversight
Organize planning and monitoring sessions within the Data Quality, Reporting and Research Teams to understand programme situation and needs, set priorities, and identify strategies, solutions and activities to implement their respective project assignments
Supervise and train MHI data reporting and data validation staff in order to continuously improve knowledge and skills of data validation, data reporting and analysis staff by closely monitoring activities, coordinating updating sessions and demo workshops
Work closely with the Sr. MHI Officer to provide inputs to identify, analyze and document business requirements for new functionalities, changes and improvements in migrant application systems by coordinating with internal and external stakeholders in relation to data quality, statistics and health indicators requirements
Represent IOM in Technical discussions with external partners including governments and other agencies where IOM is involved in data exchanges
Prepare presentations and draft documents on migration health topics related to data management, data quality and reporting when needed
Perform other duties as may be assigned and agreed by the staff and supervisor/s
- Master’s degree Public Health, Epidemiology, Health sciences, Statistics or Social sciences or a related field from an accredited academic institution with five years of relevant professional experience and preferable exposure to public health, epidemiology, health or social sciences; or
- University degree in the above fields with seven years of relevant professional experience.
Professional certification on MS SQL and Power BI an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Proven experience working and managing large and complex databases as source for analysis and reporting.
- Experience in the development of data validation processes, and reporting dashboards to closely monitor data issues, data quality, summary reports and health indicators.
- Implementing data ETL, management and processing procedures using MS SQL, STATA, ODBC, Power BI and/or other.
- Experience with business intelligence tools and systems like MS Power BI for data visualization, data modelling, monitoring, validation, reporting and statistics.
- Conduct of health research, participation in research report preparation and implementation of data processing and analysis for research purposes.
- Experience or participation in migration health research.
- Experience in training and supervising the development and implementation of database management procedures, regular data and indicators reporting, and data quality control and monitoring procedures and tools.
- Work experience or consulting with government and international health agencies.
- Experience as co-investigator for public health research/statistical projects.
- Ability to harmonize and standardize data from various data sources and formats.
- In-depth understanding of data and statistical principles, methods and software packages necessary for data analysis (descriptive, inferential, univariate and multivariate analysis) with special focus on health and demographics.
- Comprehensive understanding of business processes and requirements to capture required data and generate appropriate statistics and health indicators.
- Expert knowledge of data validation and quality control mechanisms, data collection protocols and standard procedures.
- Excellent computer skills in mathematical or statistical software such as STATA, EPI INFO, R, SPSS, and/or SAS, and in data management, reporting, visualization and business intelligence systems/software such as MS SQL, Power BI, PowerPivot or Tableau.
- Advanced knowledge of Microsoft Office applications including Excel, Access and Power Point.
- Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision.
- Ability to interact professionally with a diverse group, executives, managers, medical and IT professionals, and subject matter experts.
