The Quality Manager is responsible for leading the quality control program to ensure that the project is planned, procured, documented and installed to meet the owner and company quality requirements.  The QM has a full understanding of these requirements and works in the office and field - with the supervisory, craft, supplier and subcontractor employees to ensure full compliance is documented. As the main quality representative on the project site, the QM ensures that all activities are planned with quality in mind and performed to these same standards.  This includes working with and providing support to the project team throughout the entire process of planning, scheduling and implementing the full scope of the project.                                                              

  • OSHA-30 Certification
  • BS in Engineering, Construction Management or related field or equivalent years’ experience.
  • Certified Quality Engineer (CQE) as recognized by the American Society for Quality (ASQ) or a certified ISO-9000 Lead Auditor as recognized by the Registrar Accreditation Board (RAB) preferred.

Responsibilities

  • Develop the Contractor’s Quality Program (CQP)
  • Write Quality Work Plans (QWP) for each work activity as required
  • Establish and maintain a Submittal Management Log to identify and track all required submittals
  • Review submittals for compliance with contract requirements before they are transmitted
  • Review returned submittals for their review status and comments…
    • Ensure that revised submittals correctly address any review comments
    • File and Distribute the submittals when approved
  • Establish Document Control procedure to ensure all documents are current and readily available
  • Ensure that materials and equipment delivered to the job site are as per approved submittals and are properly documented, handled and stored
  • Ensure that all Subcontractors and Suppliers have Quality Programs appropriate to the work
  • Perform external audits on Subcontractors and Suppliers on major items
  • Schedule, document and participate in Off-Site Inspections and Testing
  • Schedule, document and participate in all Special Inspections - Concrete, Welding, Bolting, etc
  • Provide Hold Point and Inspection requirements for the Look Ahead Schedule
  • Maintain records to ensure that the equipment is calibrated
  • Maintain records to ensure that all worker certifications are updated
  • Provide training as required for the Quality Staff and Management Teams
  • Write Non-Conforming Reports (NCR) for work that is not in compliance
    • Prepare corrective actions to address any NCR’s
  • Prepare and submit Daily Quality Reports for the QC activities performed

Requirements

  • 7+ years of Heavy Civil Construction experience.
  • Involvement on MTA projects including prior Quality Manager approval.
  • Member of the American Society for Quality preferred.
  • Strong oral and written communication.
  • Excellent time management skills.
  • Proficient in Microsoft Office Suite.
  • Familiarity with terms and conditions of Project Contracts, Subcontracts, and Purchase Orders.
