This senior-level role focuses on designing the standards and architecture that enable secure, reliable exchange of health information across complex healthcare ecosystems.
You will shape interoperability specifications connecting legacy and modern electronic health record environments with federal agencies and community providers.
The role combines deep expertise in HL7 and FHIR with standards analysis, data modeling, API design, and conformance strategy.
You will help advance health information exchange initiatives, including national interoperability frameworks and standards-based interfaces.
The position requires close collaboration with technical specialists, clinical informaticists, business stakeholders, and architecture teams.
You will also lead discovery efforts, evaluate emerging standards, and translate complex interoperability requirements into practical technical solutions.
This is an opportunity to influence large-scale healthcare interoperability programs while working within a structured SAFe Agile environment.

  • Develop, refine, and maintain interoperability specifications, including standards, data models, profiles, and implementation guides for healthcare information exchange use cases.

  • Analyze industry standards, business requirements, emerging technologies, and operational needs to recommend appropriate interoperability approaches.

  • Design standards-based solutions using HL7 V2, C-CDA, and FHIR, including FHIR profiles and API specifications.

  • Define interoperability specifications supporting exchange with community care providers, federal partners, the Department of Defense, and other healthcare organizations.

  • Develop standards-based specifications for device and system interfaces supporting modern electronic health record environments.

  • Lead discovery, research, and prototyping efforts for emerging interoperability requirements, including areas such as consent management and time-zone interoperability.

  • Establish conformance criteria, validation approaches, and testing strategies, and monitor adoption of interoperability standards across systems and exchange partners.

  • Align interoperability specifications with federal policies and frameworks, including the ONC Standards & Interoperability Framework, USCDI, and applicable interoperability requirements.

  • Contribute interoperability architecture inputs to architecture runway activities, cross-team dependency reviews, and broader technical planning.

  • Participate in PI Planning, backlog refinement, iteration ceremonies, system demonstrations, and other Agile activities.

  • Help decompose complex Epics into well-defined Features with clear requirements and acceptance criteria.

  • Provide technical guidance to analysts, informaticists, and engineering teams on interoperability architecture and standards.

  • Present architecture recommendations, technical findings, and implementation strategies to leadership and business stakeholders.

Requirements

  • Hold a Bachelor's degree and have at least 10 years of experience in standards development, adoption, conformance, interoperability, or a closely related field.

  • Demonstrate experience developing, refining, maintaining, or governing interoperability specifications such as standards, data models, profiles, or implementation guides.

  • Have practical knowledge of HL7 V2, C-CDA, and FHIR specifications.

  • Understand the ONC Standards & Interoperability (S&I) Framework and related federal interoperability policies.

  • Demonstrate the ability to analyze technical standards and business requirements and translate them into effective interoperability solutions.

  • Be authorized to work in the United States, reside and work within the United States, and be able to obtain and maintain the required VA background investigation.

  • A Master's degree in health informatics, computer science, or a related field is preferred.

  • HL7 FHIR proficiency or an applicable HL7 certification is highly desirable.

  • Experience authoring FHIR implementation guides, participating in HL7 workgroups, or sponsoring standards ballots is a strong advantage.

  • Experience with national exchange frameworks such as eHealth Exchange, Carequality, CommonWell, or TEFCA is preferred.

  • Familiarity with FHIR conformance and validation tools such as Inferno, Touchstone, or the HL7 FHIR Validator is advantageous.

  • Experience with VA healthcare systems or APIs, including VistA/CPRS, VHIE, JLV, VA Lighthouse APIs, or Federal EHR environments is preferred.

  • Experience working on SAFe or Scrum teams is a plus.

  • Demonstrate strong analytical, architectural, communication, and stakeholder-management skills.

  • Ability to explain complex interoperability concepts clearly to both technical and non-technical audiences.

  • Ability to collaborate effectively across multidisciplinary teams while managing competing priorities and evolving technical requirements.
