The City of Johnson City, Tennessee is accepting online applications for a Management Analyst in Transit. The employee performs responsible administrative, analytical, and professional work supporting Transit Department operations, planning, compliance, budgeting, procurement, technology, and reporting; performs related duties as required. Provides analytical and administrative support for transit operations and planning, including work with FTA and TDOT requirements and transit data. The position exercises independent judgment, interprets policies and regulations, and coordinates complex projects where established precedent or policy may not exist. Following initial training, the employee is expected to work independently with limited supervision. The position reports directly to the department director.
Essential Functions of Position:
- Assists Transit Planning staff with preparation and submission of FTA and TDOT grant applications.
- Implements and monitors year-long passenger sampling on a triennial basis, computes results, and uses the results in NTD calculations.
- Assists transit planners with the annual DBE goal and methodology, monitors attainment of DBE procurement goals, and prepares the biannual report submitted to the FTA Civil Rights Office.
- Assists the Assistant Transit Director with the annual transit CIP and assists the Transit Director and Assistant Transit Director with the annual budget.
- Analyzes available reporting for mass transit, paratransit, and school transit to support route planning and operational efficiency.
- Provides technical and analytical support for federal and state procurements involving complex purchases, including bus routing software, bus procurement, and onboard vehicle surveillance systems.
- Works with the Transit Technology Specialist to maintain and oversee mass transit AVL/GPS systems, onboard camera and DVR equipment, paratransit routing software, and school transit GPS and reporting systems; provides backup support for video downloads.
- Uses analytical data to prepare reports, maps, and graphs for operational planning and presentations.
- Strong customer service and public relations skills, along with excellent verbal and written communication skills, are essential for success in this position.
Required Knowledge, Skills and Abilities:
- Knowledge of departmental operations and procedures, business English and spelling, office methods and equipment, and basic accounting principles.
- Ability to interpret and apply laws, ordinances, regulations, and policies and exercise sound judgment in routine and non-routine problem solving.
- Ability to maintain fiscal and complex administrative records, analyze data, and produce accurate correspondence and reports using spreadsheets and accounting procedures.
- Strong computer, communication, customer service, and interpersonal skills, with the ability to learn and use software required for the position.
- Develop and maintain professional working relationships with fellow employees as well as the general public.
- Regular attendance is required.
Acceptable Experience and Training: Graduation from an accredited college or university with a Bachelor's Degree in Finance, Accounting, Business, or a related field; or an equivalent combination of experience and training that provides the required knowledge, skills, and abilities. Pre-employment physical, and background check required.
