Linked Open Data Specialist

Keystone Solutions is seeking a Linked Open Data Specialist for a consultancy mission at a client site. The consultant will work closely with domain experts and data specialists to prepare the transformation of BelgoNyms data into Linked Open Data (LOD).

• →Conduct a strategic and technical study to prepare the transformation of BelgoNyms data into Linked Open Data.
• →Conceptual Modeling:
• →Analyze BelgoNyms data and its structure.
• →Identify business entities, attributes, and relationships.
• →Produce a documented conceptual model.
• →Create necessary diagrams and graphical representations (UML, RDF, or equivalent).
• →Semantic Modeling:
• →Identify relevant ontologies and vocabularies.
• →Evaluate existing standards.
• →Align the business model with selected vocabularies.
• →Identify necessary semantic extensions.
• →Define a target semantic model.
• →Use Cases and Business Needs:
• →Identify stakeholders.
• →Facilitate workshops.
• →Inventory and prioritize use cases.
• →Define competency questions to validate the model.
• →Reference Data and Interconnection:
• →Identify relevant external reference data.
• →Evaluate alignment possibilities with reference sources.
• →Identify interconnection opportunities with reference data sources such as Wikidata, GeoNames, or INSPIRE.
• →Formulate interoperability recommendations.
• →Governance of Identifiers:
• →Define a governance strategy for URIs/IRIs.
• →Recommend mechanisms to ensure the stability and sustainability of identifiers.
• →Define naming conventions and management rules.
• →Architecture and Technologies:
• →Evaluate RDF modeling and transformation tools.
• →Evaluate solutions for data publication and storage.
• →Propose a target architecture.
• →Recommend the most suitable tools for the client's context.
• →Roadmap:
• →Define implementation phases.
• →Identify dependencies and risks.
• →Establish indicative planning.
• →Formulate final recommendations.
