Senior Business Excellence Business Partner Technical Writer

Keystone Solutions is seeking a Senior Business Excellence & Business Partner, Technical Writer for a consultancy mission at a client site. In this role, you will be instrumental in supporting organizational and digital transformation strategies, enhancing processes, and leading transformation projects.

• →Translate business needs into actionable requirements and process improvements, supporting decision-making and implementation of transformation initiatives.
• →Act as a Business Partner: understand and challenge business requests, identify expected value, structure requirements, prepare decision dossiers, and contribute to portfolio prioritization.
• →Facilitate workshops and collaboration among business departments, Digital & IT, Data & Analytics, Architecture, PMO, Procurement, suppliers, and other stakeholders.
• →Map existing processes and design target processes (AS-IS / TO-BE), ensuring coherence between organization, data, applications, and operations; identify dependencies and impacts.
• →Simplify administrative and operational processes, define KPIs, and support performance management and continuous improvement.
• →Draft technical sections of public procurement documents related to digitalization, IT, Data, and cybersecurity.
• →Consolidate business, functional, technical, data, security, compliance, integration, operational, and reversibility requirements; write non-functional requirements, SLAs, and acceptance criteria.
• →Ensure coherence, traceability, clarity, and testability of requirements; coordinate validation with business teams, security, DPO, Procurement, and technical experts.
• →Contribute to selection and attribution criteria, technical clarifications, compliance matrices, and technical evaluation of offers.
• →Produce framing notes, business cases, BPMN process maps, and more.

• Expert in organizational transformation within public or semi-public organizations, with at least 5+ years of relevant experience in the last 10 years.
• Expert in mobility, parking, road management, or public space management, as well as in analysis or transformation of associated processes, with at least 5+ years in each of these areas in the last 10 years.
• Expert in defining business needs, functional specifications, modernization of business information systems, and digital transformation, with at least 5+ years in each of these areas in the last 10 years.
• Expert in drafting technical documents for public procurement in digital, IT, Data, and cybersecurity, with at least 5+ years in the last 10 years.
• Proven experience in facilitating workshops and coordinating business, IT, Data, Architecture, PMO, Procurement, and suppliers: at least 3+ years in the last 10 years.
• Strong analytical, synthesis, and critical thinking skills; ability to challenge needs, communicate clearly, coordinate stakeholders, and manage priorities with autonomy and rigor.

• Impact analyses, arbitration files, specifications, and recommendations; ensure follow-up of agreed actions throughout the implementation of transformation.
