About the Role

We’re seeking Safety Managers to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. We hire across the level range, from safety oversight on a single construction package to safety leadership across concurrent contracts. You’ll enforce contractual safety requirements, verify in the field that committed controls are the controls actually in place, and keep a defensible record of both.

Requirements

  • Bachelor’s degree in occupational safety and health, safety engineering, construction management, or civil engineering, or related field, or equivalent combination of education and experience.
  • 10+ years of construction safety experience for large (>$500M), complex, heavy-civil infrastructure projects.
  • Experience developing or reviewing site-specific safety plans, job hazard analyses, or activity hazard analyses against contract and regulatory requirements.
  • Experience conducting field safety audits and inspections, holding another company accountable to safety requirements including stop-work situations, and tracking corrective actions to documented closure.
  • Experience with incident investigation and root cause analysis, including corrective action follow-up and trend reporting.
  • Experience leading, mentoring, or supervising field safety staff on an active construction site.
  • Working knowledge of OSHA 29 CFR 1926 and OSHA recordkeeping and reporting obligations.
  • Working knowledge of high-hazard heavy civil construction activities, including excavation and shoring, confined space entry, fall protection, crane and rigging operations, energized work, and work zone traffic control.
  • Experience with industry standard safety, EHS, and incident reporting software (e.g., Enablon, Intelex, Procore, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).
  • Master’s degree in occupational safety and health, safety engineering, construction management, or civil engineering.
  • Active professional certifications such as CSP, CHST, or STSC (BCSP), and/or CIH (ABIH).
  • Experience serving as the owner’s lead safety representative, or in an owner’s representative, program management, or construction management safety oversight capacity.
  • Experience owning program-level safety governance across multiple concurrent contracts on a $1B+ program, including enterprise procedure development, audit program design, escalation protocols, and safety culture initiatives.
  • Experience overseeing contractor safety on a package exceeding $100M in construction value.
  • Familiarity with rail safety requirements such as FRA or FTA roadway worker protection, or with airfield safety and security requirements on an operating airport.
  • Experience developing and delivering safety orientation and training programs for owner staff and personnel.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

What We Offer

Expected Salary: $110k-$185k/year ($53-$89/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level and years of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
