\r\n\r\n\r\nThis is a contractual position with State of Maryland benefits.�\r\n\r\n\r\nWork that matters.� The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities.� This is an opportunity to join this nationally-recognized, award-winning organization and apply your skills to this high public purpose and challenging area.� Annually, DHCD finances approximately 2,700 units of multifamily rental housing up to 40 properties amounting to $350 million in construction and permanent financing and over 3,000 first time homebuyers' mortgages amounting to $1 billion.� Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds.� Additionally, DHCD administers rental assistance programs and innovative mortgage purchase initiatives designed to xpand afordable housing opportunities for persons with disabilities and homebuyers with student debt, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.\r\n\r\n\r\nSingle Family Housing's goals are to help low and moderate income Maryland residents purchase and maintain their homes and to increase the percentage of low and moderate-income Maryland households who live in decent housing.\r\n\r\n\r\nDHCD offers a flexible work schedule, telework and job sharing options, training, advancement and career path opportunities, casual business dress on Fridays, and competetive salary.� There is ample parking and our offices are located in walking distance to the New Carrollton MARC Train Station.\r\n�\r\n�\r\n\r\n\r\n\r\n
GRADE
19\r\n\r\n\r\nThis position offers a salary range of $38.62 - $41.68/hourly with the potential for advancement up to $60.20/hourly based on qualifications, equity, and hiring guidelines.� Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $41.68/hourly.�\r\n

POSITION DUTIES
The main purpose of this position is to ensure all\r\nprogram compliance documents (program manuals, loan documents, directives,\r\nnewsletters, program income and purchase price limits, some training materials,\r\npresentations, announcements etc.) are kept up to date, ADA accessible,\r\nreviewed and improved on a regular basis. Relatedly, the responsibilities of\r\nthis position include maintaining a constant connection with our stakeholders\r\n(US Bank, lenders, NCSHA, FNMA, Freddie Mac, FHA etc.) to ensure their databases\r\nand memberships related to the Single Family Housing programs are maintained\r\ntimely and accurately.\r\n\r\n\r\nThis position helps promote the interests of the\r\nSingle Family Programs and foster the relationships with our programs’\r\nstakeholders (within DHCD and with external business partners, including\r\nlenders, realtors, housing counselors, mortgage insurers, non-profit\r\norganizations and local governments, general public etc.) to optimize the\r\ndeployment of the programs, continually improve the programs’ image, foster a\r\ngreater statewide awareness, and help to ensure the long-term visibility of the\r\nprograms to support the Department’s mission of working with partners to\r\nfinance housing opportunities to ensure Maryland citizens have the opportunity\r\nto live and prosper in affordable housing.\r\n\r\n\r\nThis position works with both internal and\r\nexternal clients to improve knowledge and performance through training and by\r\ndevelopment of reference materials.\r\n\r\n\r\n\r\nThis position relates to the mission of the agency\r\nby improving access to essential industry information which helps low and\r\nmoderate income Maryland residents find housing and helps to increase the\r\npercentage of low and moderate income Maryland households who live in decent\r\nhousing.\r\n
MINIMUM QUALIFICATIONS
\r\nEducation: Graduation from an accredited high school or possession of a high school equivalency certificate.\r\n\r\n\r\nExperience: Nine years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management.\r\n\r\n\r\nNotes:\r\n\r\n\r\n1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture or any other related field and five years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management for the required experience.\r\n\r\n\r\n2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification, loan specialist specialty codes in the loan specialist field of work, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.\r\n\r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\n\r\n\r\n Experience working with\r\n the Maryland Mortgage Program [MMP].�\r\n Experience\r\n with drafting policies for mortgage related programs.�\r\n Experience\r\n with Government funded programs (Residential mortgage financing/underwriting).\r\n\r\n\r\n\r\n

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or an average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.� As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.� The State of Maryland will subsidize the remaining 75% of the cost for these benefits.� You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, life insurance, but will be responsible to pay the full premium for these benefits.�\r\n\r\n\r\n\r\nLeave may be granted to a contractual employee who has worked 120 days in a 12 month period.� This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.�\r\n
