Maryland’s\r\nnew Family and Medical Leave Insurance (FAMLI) program will provide up to 12\r\nweeks of job-protected paid leave for eligible workers to care for themselves\r\nor their loved ones in January 2028. Covering 2.6 million workers and 160,000\r\nemployers, FAMLI is being built from the ground up as a digitally native,\r\npublic-facing service—representing a significant modernization of how Maryland\r\ndelivers benefits. We are currently in the implementation phase of building a\r\nservice with the reach and complexity of a program like unemployment insurance.\r\n\r\n\r\nFAMLI’s Data and\r\nPerformance Analytics team is the Division’s engine for evidence-based\r\ndecision-making. This team is responsible for integrating data across all\r\nfunctions—from claims and contributions to customer service and program\r\nintegrity—to ensure we are meeting our mission with efficiency and\r\naccountability. By translating complex datasets into clear, actionable\r\ninsights, this team provides the visibility necessary to manage a program of\r\nthis scale and complexity.\r\n\r\n\r\n\r\nWe are looking for our first Director of Data\r\nand Performance Analytics to build this function from the ground up. This is a\r\nrare opportunity for a visionary leader to design the Division’s�data\r\nstrategy and governance framework while simultaneously delivering the\r\n'analytics-as-a-service' that our leadership needs to launch and grow\r\nthe program. You will lead a high-performing team of analysts and data\r\nscientists, fostering a culture where data is not just a reporting requirement,\r\nbut a strategic asset used to solve problems in real-time.\r\n\r\n\r\nThere is no existing playbook for this role. We\r\nneed an action-oriented leader who can balance the long-term work of building a\r\nmodern data ecosystem with the dynamic and urgent analytical needs of a\r\nstatewide program launch. Main Purpose of Job
The Director of Data and Performance Analytics leads the FAMLI Division’s data strategy and ecosystem, enabling impactful organization-wide analytics by integrating data from across all functions. The Director serves as the FAMLI’s subject matter expert in data governance, performance management, and data analytics, partnering with the Division’s technical team to ensure FAMLI leaders have the reliable, accessible, and actionable data they need to manage the program effectively and efficiently. They lead a team of high-performing, subject matter experts that collect, analyze, and translate complex data into clear insights, tools, dashboards, and metrics that inform strategic and operational decisions, ensure program integrity, and strengthen accountability at every level of the organization.
POSITION DUTIES
\r\n\r\n Develop\r\n and lead the execution of a comprehensive, organization-wide data and analytics\r\n strategy that advances the Division’s mission, goals, and operational\r\n priorities;�\r\n Represent\r\n the Division’s programmatic requirements, in partnership with FAMLI’s Digital\r\n Services team, to ensure the design and maintenance of the organization’s\r\n enterprise-wide data architecture successfully integrates data from all key\r\n FAMLI platforms and systems, in order to enable end-to-end, cross-functional\r\n analytics;\r\n Provide\r\n strategic guidance on data-related components of implementation projects,\r\n policy initiatives, and program changes to ensure data needs and analytics\r\n capabilities are properly incorporated in early planning and design;�\r\n Champion\r\n a culture of data-driven decision-making across the Division by partnering with\r\n senior leaders; setting clear expectations for the use of data in planning,\r\n operations, and evaluation; ensuring leaders have access to meaningful, timely\r\n insights; promoting data literacy and effective use of analytics tools; and\r\n communicating the strategic value of analytics in clear, accessible ways;�\r\n Represent\r\n the FAMLI Division and MD Labor in intraagency and statewide data and analytics\r\n forums, working groups, and governance bodies, serving as the primary liaison\r\n to partners across the agency and state to align data priorities, improve data\r\n sharing, strengthen statewide analytic capacity, and coordinate cross-program\r\n initiatives;�\r\n Develop\r\n and lead the execution of the Division’s data governance and integrity\r\n structure; including establishing data standards and policies that follow\r\n industry best practices for data lifecycle management, defining roles and\r\n responsibilities, and incorporating evaluation of data governance practices for\r\n continuous improvement;�\r\n Develop\r\n and lead execution of a metadata management strategy, including developing\r\n processes for obtaining stakeholder input, leveraging metadata to perform\r\n impact analysis of potential data changes,\r\n and approving changes and additions to metadata;�\r\n Collaborate\r\n with the Digital Services team’s data and infrastructure engineers to establish\r\n and oversee data security;�\r\n Establish,\r\n oversee, and enforce policies and supporting processes for sharing data across\r\n the Division;\r\n Design\r\n and oversee an analytics-as-service function for the FAMLI Division’s senior\r\n leadership, Chiefs, and Directors, establishing processes for identifying data\r\n gaps and requirements, defining performance measures, setting benchmarks, and\r\n aligning analytics with program, domain, and directorate goals and needs;�\r\n Direct\r\n the design, development, and implementation of business intelligence\r\n dashboards, reports, and performance metrics that clearly communicate insights\r\n for improving business processes and program operations to leadership and\r\n staff;�\r\n Ensure\r\n timely, accurate analysis and outcome-focused reporting that enables\r\n operational leaders to track progress against Division goals and statutory\r\n requirements;�\r\n Ensure\r\n requests from Division leaders and external stakeholders for data and\r\n performance analysis are prioritized and managed effectively, balancing\r\n recurring reporting with ad hoc leadership inquiries;\r\n Hire,\r\n supervise, and mentor a high-performing team, fostering deep subject matter\r\n expertise in analytics, data science, and business intelligence;�\r\n Guide\r\n the team in adopting and standardizing efficient tools, methods, and frameworks\r\n for analysis and reporting, implementing them as shared services for teams\r\n across the Division to strengthen program delivery and business operations;�\r\n Foster\r\n a culture of excellent customer service by building strong relationships with\r\n domains, directorates, and teams, ensuring responsiveness to their needs; and\r\n Other duties as assigned\r\n\r\n
MINIMUM QUALIFICATIONS
Education:�\r\n\r\n Bachelor’s\r\n degree from an accredited college or university� ��\r\n\r\n�AND\r\nExperience:�\r\n\r\n Eight\r\n (8) years of experience in performance management, analytics, business\r\n intelligence, data management, or a related field, including:\r\n \r\n �Three\r\n (3) years at the supervisory or management level, or three (3) years as a\r\n management consultant supporting senior executive clients; and\r\n �Proven\r\n success leading high-level performance management and analytics, data\r\n strategy, or data governance initiatives within a large-scale\r\n organization.\r\n \r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\n\r\n Master’s\r\n Degree in Public Administration, Public\r\n Policy, Business Administration, or a similarly relevant field.\r\n Performance\r\n Management: Expertise in directing the design\r\n of business intelligence (BI) solutions, reports, processes, and performance\r\n metrics that drive operational efficiency.�\r\n Data\r\n Strategy: Proven experience designing and\r\n executing an organization-wide data strategy in a rapid-growth or\r\n implementation environment.\r\n Governance\r\n and Integrity: Advanced\r\n knowledge of data governance frameworks, including metadata management, data\r\n security, and the establishment of data quality standards.\r\n Executive\r\n Collaboration:\r\n Demonstrated success partnering with senior leadership and technical teams to\r\n align data infrastructure with programmatic and statutory goals.\r\n Organizational\r\n Leadership: Success in recruiting, managing,\r\n and developing high-performing data and analytics teams.�\r\n Public Sector Expertise: Familiarity with managing data within the\r\n regulatory and compliance frameworks of state or federal government programs.\r\n\r\n\r\n
