Main Purpose of Job

A MSP Pilot II is full performance level of civilian helicopter aircraft pilot work in the MSP\r\nAviation Command (MSPAC). The pilot acts as the Pilot-in-Command (PIC) and shall be\r\ndirectly responsible for and the final authority over the operation of the aircraft assigned to\r\nhim. This includes ground as well as flight operations. Responsible for ensuring all MSPAC\r\nand Federal Aviation Administration (FAA) Regulations concerning operation of Department\r\naircraft are strictly followed. Responsible for the aircraft being in a constant state of readiness and shall notify the appropriate supervisor of any discrepancy of a grounding nature.\r\nResponsible for all records concerning the aircraft and make recommendations on new\r\nequipment, procedures, innovations, etc., as appropriate, through channels to the Command’s\r\nCommander. Review FAA Regulations and Air Traffic Control procedures for the area of\r\noperation. Works in conjunction with the Second in-Command Pilot (SIC), medical personnel\r\nand other passengers that form the crew. May act as an SIC pilot.\r\n

POSITION DUTIES

Provides guidance to the MSP Pilot I and any other pilot classification acting as second-in command (SIC) regarding aircraft operations, MSP and Aviation Command operational\r\nprocedures and Federal Aviation Administration (FAA) rules and regulations;\r\n\r\n\r\nBriefs crew member and passengers on aircraft protocol;�\r\n\r\n\r\nFlies authorized Aviation Command Aircraft as PIC or SIC for aero-medical missions, search\r\nand rescue missions, homeland security, disaster assessments, prisoner extradition,\r\npersonnel transport and other law-enforcement related missions;�\r\n\r\n\r\nConducts pre-flight and post-flight inspections in accordance with Aviation Command and FAA\r\nregulations and standards;�\r\n\r\n\r\nPerforms maintenance functions to include cleaning aircraft interiors and exteriors, refueling\r\nand adding necessary fluids, and replacing light bulbs;�\r\n\r\n\r\nPerforms routine maintenance of hangar and office facilities;�\r\n\r\n\r\nOperates specialized flight-related equipment, such as tow motors;�\r\n\r\n\r\nMakes go/no-go flight decisions concerning weather conditions, maintenance, and other flight\r\nsafety considerations;�\r\n\r\n\r\nCompletes paperwork required by the Aviation Command and Maryland State Police such as\r\nflight operation logs, aircraft logs, and other documents;�\r\n\r\n\r\nCompletes required training courses and exercises in compliance with FAA regulations;� �\r\n\r\n\r\nPerforms other related duties.\r\n\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Two thousand helicopter or fixed wing flight hours as a FAA certificated pilot. \r\nNotes:\r\n1. Twelve hundred helicopter or fixed wing flight hours as a FAA certificated pilot and three years of experience piloting Aviation Command’s aircraft may be substituted for the required experience. \r\n2. Fifteen hundred helicopter or fixed wing flight hours, three hundred of which consists of piloting Aviation Command’s aircraft may be substituted for the required experience. \r\n3.�Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Naval Aviation Pilot classifications or Rotary Wing Aviator, Pilot, or Pilots/Naval Flight Officers specialty codes in the Piloting field of work on a year-for-year basis for the required experience. �\r\n

SELECTIVE QUALIFICATIONS

Must have two thousand (2,000) helicopter flight hours as an FAA certified pilot.�\r\n

LIMITATIONS ON SELECTION

1. Employees in this classification must possess and maintain a FAA Commercial Helicopter\r\nor FAA Commercial Airplane multi-engine certification.\r\n\r\n\r\n2. Employees in this classification must possess and maintain FAA 2nd Class Physical\r\ncertification.�\r\n\r\n\r\n3. Employees in this classification must possess and maintain an acceptable Instrument\r\nHelicopter or Instrument Airplane Rating as determined by FAA regulations and required by\r\nthe MSP Aviation Command.�\r\n\r\n\r\n4. Employees in this classification may be assigned duties which require the operation of a\r\nmotor vehicle. Employees assigned such duties will be required to possess a motor vehicle\r\noperator’s license valid in the State of Maryland.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification must possess and maintain a FAA Commercial Helicopter or FAA Commercial Airplane multi-engine certification. \r\n2. Employees in this classification must possess and maintain FAA 2nd Class Physical certification. \r\n3. Employees in this classification must possess and maintain an acceptable Instrument Helicopter or Instrument Airplane Rating as determined by FAA regulations and required by the MSP Aviation Command. \r\n4. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. \r\n

SPECIAL REQUIREMENTS

1. Candidates for positions in this classification will be subject to an initial drug screening and a complete criminal background investigation, to include a polygraph examination, by the Maryland State Police before permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant. \r\n2. Employees in this classification are subject to call-in on a 24 hour basis and must provide the employer with a phone number where they can be reached. \r\n3. Employees in this classification are subject to substance abuse testing, in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs. \r\n4. Employees in this classification are subject to other FAA applicable drug testing\r\nrequirements.�\r\n5. Employees in this classification are required to sign an Obligation Service Agreement as a\r\ncondition of employment.\r\n

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application. Applicants\r\nwho meet the minimum qualifications will be placed on an eligible list in the BEST, BETTER\r\nor QUALIFIED category. The list will be used by the hiring manager to select the individual to\r\nfill the vacancy. The list will be valid for one year.\r\nApplicants who meet the minimum qualifications will be included for further evaluation. The\r\nevaluation will include rating your application based on education, training and experience as\r\nthey relate to the requirements of the position.\r\n

EXAMINATION PROCESS
