Main Purpose of Job

\r\n\r\nThe Regulatory and Compliance Engineer II will review technical engineering evaluations and\r\nensure compliance with Maryland laws and regulations related to air pollution and greenhouse gases, specifically focusing on the Maryland Building Energy Performance Standards (BEPS).��\r\n\r\n\r\nMaryland's BEPS regulations require owners of covered buildings to submit energy benchmarking reports to MDE each year, beginning in 2025, and meet phased performance standards beginning in 2030. The Compliance Engineer provides regulatory compliance assistance to building owners, reviews technical reports, performs inspections, responds to complaints/inquiries, and pursues enforcement actions when necessary.�\r\n\r\n\r\nThe Air Quality Compliance Program's Climate Change Division works to improve the health and welfare of people and the environment while developing a dynamic clean energy economy in Maryland.\r\n\r\n\r\n\r\n\r\nThis position may involve the following working conditions:\r\n \r\n\r\n Occasional exposure to uncomfortable or unpleasant surroundings during inspection of industrial sites� - sometimes includes exposure to inclement weather, strong odors, high levels of heat and/or noise from process equipment, and generally dirty conditions.\r\n Work occasionally involves special physical demands� - sometimes an inspection requires accessing the roof of a building and this may require climbing a ladder.\r\n Required use of protective equipment—such as goggles, gloves, and masks—during site visits.\r\n\r\n\r\n\r\n\r\nThe incumbent will be required to drive a State vehicle. If you hold an out-of-state driver’s license, you must provide a certified copy of your driving record from the issuing state’s� Motor Vehicle Administration at the time of hire. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State\r\n\r\n\r\n vehicle.\r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education:�� A Bachelor's degree in engineering or architecture from an accredited college or university. \r\nExperience: One year of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods.\r\nNotes: \r\n1.�Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste, resource conservation, environmental protection,�public health and safety, or related areas for the required education. \r\n2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited�college or university for the required experience. \r\n3.�Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and experience.\r\n4. Candidates may substitute U.S. Armed Forces military�Service experience as a commissioned officer in�Engineering and Architecture classifications or�Engineering and Architecture specialty codes in the�Environmental field of work on a year-for-year basis for the required experience and education.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\nPlease note that your answers to the supplemental\r\nquestionnaire must correspond to the information provided on your application\r\nto receive credit.\r\n�\r\nIt is preferred that the selected\r\ncandidate has the following:\r\n\r\n\r\n Experience working in\r\n the building sector, especially on building energy systems and energy\r\n efficiency measures.\r\n Experience managing data\r\n and performing analysis using ArcGIS and/or Microsoft Excel.\r\n Licensed as a\r\n Professional Engineer, Engineer in Training, Architect, Energy Management\r\n Professional (EMP) or a certification from American Society of Heating,\r\n Refrigerating and Air-Conditioning Engineers (ASHRAE), Association of Energy\r\n Engineers (AEE), Building Performance Institute (BPI), or Leadership in Energy\r\n and Environmental Design (LEED).\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n
