Main Purpose of Job
Under the general supervision of the Director for the Maryland Office for Refugees and Asylees (MORA), the incumbent will coordinate and provide support to the administration of state programming, operations, and humanitarian assistance for refugee and immigrant newcomers to the state. Programming and operational functions will be coordinated with public and private providers to ensure individuals ineligible or unable to access other mainstream programs are protected and provided with essential resources, comprehensive support services, and viable opportunities for self-sufficiency. \r\n\r\nThe State Program Coordinator will collaborate with and serve as a liaison for partnering sub-grantees, state and federal agencies, and other organizations and stakeholders to facilitate timely, culturally sensitive, and linguistically appropriate service provision and equitable access to programming. The incumbent will be responsible for monitoring the performance of state program sub-grantees and ensuring completion of all contractual deliverables through robust quality assurance efforts. \r\n\r\n
POSITION DUTIES
\r\n\r\n Leads\r\n the planning and implementation of state-funded programming for newcomers\r\n to Maryland based on identified community needs.\r\n\r\n\r\n Develops\r\n procedures, practices and a Scope of Work for state-funded programming and\r\n services, including through analysis of all established.\r\n\r\n\r\n Collaborates\r\n with other MDHS and FIA units to ensure timely procurement of contracts\r\n for the delivery of state-funded programming and services.\r\n\r\n\r\n Communicates\r\n with local, state, and federal government agencies to promote effective\r\n delivery of services for target customer populations.\r\n\r\n\r\n Monitor\r\n the administration and delivery of programmatic services by contracted\r\n vendors to ensure a high standard of compliance and quality as well as to\r\n assess whether vendors are on track to meet performance measurements.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.\r\nExperience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations. \r\n\r\nNotes:\r\n1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations�on a year-for-year basis for the required education. \r\n\r\n2. Candidates may substitute graduate level education�at an accredited college or university in a human services related field at the rate of 30 credit�hours per year for up to two years of the required experience. \r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\n\r\n One\r\n year of experience supporting provision services and assistance programs\r\n to refugee or immigrant populations, including administrative or fiscal\r\n operations related to refugee resettlement.\r\n\r\n\r\n One\r\n year of experience with administrative and fiscal operations required for\r\n coordination of federal and state funds, particularly for resettlement\r\n programs.\r\n\r\n\r\n One\r\n year of experience supporting issuance of public benefit programs.\r\n\r\n\r\n One\r\n year of experience coordinating federal and state programming for the\r\n provision of human services, especially for refugee or immigrant\r\n populations.\r\n\r\n\r\n

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n
