LOCATION OF POSITION

Main Purpose of Job

The Program Director provides executive-level leadership and oversight for the LTSSMaryland technology program, including system development, operations, infrastructure, and vendor management activities supporting Medicaid initiatives. This position directs multiple areas of information technology operations, including systems analysis, application development, technical support, database management, quality assurance, networking, and computer operations.\r\nThe position is responsible for establishing technical strategy, overseeing system architecture and application roadmaps, managing large-scale IT initiatives, and ensuring technology solutions align with State program goals, operational priorities, and federal requirements.\r\n\r\n\r\nThis position is eligible for Hybrid Telework.\r\n

POSITION DUTIES

Duties and responsibilities assigned to this position include, but are not limited to:\r\n\r\n\r\n Direct and oversee LTSSMaryland system development, operations, infrastructure, and vendor-supported technology initiatives.\r\n Provide leadership and technical supervision to IT management staff responsible for application development, operations, technical support, quality assurance, networking, and database management activities.\r\n Establish system vision, technical strategy, architectural direction, and long-range technology roadmaps supporting Medicaid program objectives.\r\n Lead State oversight of vendors and contractors, ensuring compliance with contractual requirements, project schedules, performance standards, and deliverables.\r\n Manage a portfolio of complex IT projects involving new business functionality, system enhancements, infrastructure upgrades, and operational maintenance activities.\r\n Oversee project planning, risk management, schedules, milestones, and performance measures to support successful project delivery.\r\n Provide technical governance and oversight for system architecture, integration, security, scalability, reliability, and continuity of operations.\r\n Advise executive leadership on system performance, operational risks, strategic priorities, and technology investment decisions.\r\n Prepare and present reports, briefings, recommendations, and operational updates to agency leadership and stakeholders.\r\n Perform other related duties as assigned in support of agency operations and program objectives.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Applicants must meet the minimum qualifications below to be considered. Please include clear and specific information on your application regarding your qualifications.\r\n\r\n\r\nEducation: Bachelor's degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or other related discipline. A Master's degree and/or project management certification is preferred.\r\n\r\n\r\nExperience: At least 12 years of experience in program or project management.\r\n\r\n\r\nSpecialized Experience: At least eight (8) years of experience in supervision or oversight of IT related programs or projects. At least three (3) years of experience working with Medicaid or related healthcare organization.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in the following:\r\n\r\n\r\n Leading Medicaid, healthcare, or other large-scale government technology programs.\r\n Working with the MDH LTSSMaryland System\r\n Managing enterprise application development, system operations, infrastructure modernization, and vendor-supported IT services.\r\n Overseeing complex IT contracts, vendor performance, and multi-project technology portfolios.\r\n Strong knowledge of system architecture, infrastructure operations, cybersecurity, and enterprise technology governance.\r\n Presenting technical and operational information to executive leadership and non-technical stakeholders.\r\n\r\n\r\n
