About EITF

The Election Integrity Task Force (EITF) is a rapid-response stabilization facility aimed at enabling local stakeholders to detect and respond to foreign information manipulation and interference (FIMI) during election cycles. Through a combination of real-time monitoring, local capacity-building, and timely analytical publications, the EITF equips journalists, civil society actors, election observers, and public institutions with the intelligence and tools needed to safeguard electoral integrity.

The EITF deploys country-specific Situation Rooms using the Bloom Social Analytics platform, supported by a roster of FIMI experts and local analyst teams. It operates as a consortium led by GMR (Germany), with partners International Foundation for Electoral Systems (IFES, United States) and Fondation Hirondelle (Switzerland), and is funded by Global Affairs Canada.

About the Role

The Programme Manager is the operational lead of the Election Integrity Task Force (EITF), a multi-partner consortium project monitoring foreign information manipulation and interference (FIMI) in electoral contexts. This is a part-time role (~20h/week).

Within the EITF, the Programme Manager is the day-to-day coordinator and primary operational decision-maker, working in close collaboration with the Strategy & Editorial Lead, who holds strategic and editorial authority over outputs and donor relationships. Both roles report to GMR's Executive Director and operate as senior peers with distinct domains of authority. The role requires someone equally comfortable managing budgets and logistics as engaging critically with information integrity content; as such, some understanding of the latter is required, though deep expertise is not necessary.

GMR offers a flexible, mission-driven working environment with exposure to a range of projects across the global information integrity landscape. GMR has an office space in Berlin, but is open to remote or hybrid arrangements within UTC±2 time zone.

Key Responsibilities

Project coordination and planning

  • Day-to-day task and timeline management across all project phases, from inter-deployment planning to active Situation Room operations
  • Consortium partner coordination on operational matters
  • Preparation and follow-up of internal coordination meetings in collaboration with the Strategy & Editorial Lead
  • Flag and coordinate on strategic issues with the EITF Strategy & Editorial Lead
  • Lead on template, documentation, data, and information management

Deployment management

  • Lead deployment scoping and preparation
  • Provide operational support during active deployments; serve as primary point of contact for in-country teams on logistics and scheduling
  • Manage close-down processes and post-deployment documentation and debriefs

Financial and donor compliance

  • Budget monitoring and financial reporting; primary liaison with GMR Finance
  • Deliverable tracking, reporting calendars, and document management to meet donor requirements
  • Draft donor reports for review and contribution by the Strategy & Editorial Lead; represent the EITF externally on donor matters as needed
  • Invoice, reimbursement, and per diem processing and tracking

Production coordination

  • Manage bulletin and report production timelines, coordinating inputs across the consultant bench and in-country teams
  • Maintain CRM and distribution list management (Brevo) in collaboration with Activity Leads
  • Support monitoring, evaluation, and learning data collection and tracking in line with the project's performance measurement framework

Recruitment and administration

  • Recruit, onboard, and manage contracts for deployment consultants with appropriate documentation, in collaboration with the Strategy & Editorial Lead
  • Ensure compliance with GMR HR and procurement processes

Requirements

Candidate Profile

  • 5+ years of proven experience managing complex, multi-stakeholder projects in international development or related fields
  • Background in information integrity, elections, journalism, or a related field; familiarity with FIMI concepts required, deep technical expertise not essential
  • Strong financial and compliance management skills; experience with institutional donors, ideally including Global Affairs Canada or comparable bilateral funders
  • Excellent organizational and communication skills; demonstrated ability to manage competing priorities across time zones and partner organizations
  • Fluency in English; proficiency in other languages an asset

Desirable Additional Skills

  • Familiarity with social media analytics tools, OSINT methodologies, and related research
  • Experience working in or with media, civil society, or electoral monitoring organizations
  • Experience with CRM or distribution tools (Brevo or similar)
  • Gender and inclusion awareness as applied to project implementation
