Level 1 Site Safety and Health Officer

The Level 1 Site Safety and Health Officer is responsible for implementing and maintaining site safety and occupational health programs for a military base construction project. This position supports full compliance with the project Accident Prevention Plan, OSHA requirements, EM 385-1-1, and all applicable federal, state, local, and installation-specific safety requirements. The SSHO serves as the primary field safety lead, working closely with project management, subcontractors, and government representatives to maintain a safe and compliant jobsite.

• Develop, implement, and maintain the project-specific Accident Prevention Plan and related safety documentation.

• Prepare, review, and update Activity Hazard Analyses for all phases of work, with particular attention to plumbing, electrical, excavation, confined space, fall protection, lockout/tagout, and hot-work activities.

• Conduct daily site safety inspections and document hazards, corrective actions, and compliance status.

• Lead daily/weekly toolbox talks, safety orientations, and ongoing safety training for employees and subcontractors.

• Coordinate safety requirements for MEP activities, including energized electrical work, service shutoffs, testing, equipment installation, trenching, and system tie-ins.

• Verify that all personnel follow PPE, fall protection, ladder safety, scaffold, excavation, and confined-space requirements.

• Investigate incidents, near misses, property damage, and safety violations; prepare reports and corrective action recommendations.

• Maintain safety records, inspection logs, training documentation, permits, and required postings at the jobsite.

• Monitor subcontractor safety performance and enforce site rules, including stop-work authority when necessary.

• Participate in preconstruction meetings, coordination meetings, and government inspections as required.
