SITEC Consulting is seeking an experienced Program Integrator Level 3 to support the stand-up and execution of a fast-paced, innovation-focused portfolio within the Intelligence Community. This individual will serve as a key advisor to Government and PEO leadership, helping establish the portfolio management processes, acquisition approaches, governance structures, and decision frameworks necessary to rapidly move innovative capabilities from concept through execution.
This position requires more than traditional program management experience. The ideal candidate brings a strong combination of Agency-specific operational knowledge, portfolio management expertise, process innovation, acquisition experience, financial and resource management, and Agile execution.
Because this PEO is operating on an accelerated stand-up timeline, the successful candidate must already understand the Agency's operating environment and be able to navigate its acquisition, budgeting, organizational, and program execution processes with minimal ramp-up.
Responsibilities

Design, implement, and mature portfolio management operating models that support rapid innovation and effective investment decision-making across multiple programs and initiatives.

Develop and implement portfolio-level intake processes, prioritization frameworks, investment decision gates, governance structures, and performance-management processes.

Establish repeatable processes and frameworks that allow Government leadership to evaluate, prioritize, resource, and accelerate emerging mission capabilities.

Apply process-improvement methodologies to identify inefficiencies and establish new portfolio-level processes within fast-paced innovation environments.
- →
Identify institutional, procedural, acquisition, funding, and organizational barriers that may impede innovation and develop practical strategies for navigating those barriers within the Agency environment.

Translate commercial and industry portfolio-management best practices into approaches that can operate effectively within Agency acquisition, budgeting, contracting, security, and organizational requirements.

Advise Government Program Managers, initiative leads, and PEO leadership regarding portfolio prioritization, resource allocation, acquisition strategy, investment decisions, program execution, and risk.

Assist Government Program Managers with the allocation and tracking of program resources and recommend appropriate funding adjustments associated with staffing, facilities, budgets, and other program requirements.

Support the development and maintenance of program and acquisition documentation, including Task/Technical Task Orders (TTOs), Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies.

Support Government Program Managers in maintaining execution within established cost, schedule, and performance baselines.

Evaluate operational and technical alternatives, perform risk assessments, track program status, and support integrated product teams.

Support financial planning and execution for current-year and out-year requirements, including spend planning, funding execution, burn-rate analysis, unfunded requirements, and resource forecasting.

Assist with resource planning and tracking across programs and initiatives.

Develop executive-level briefings, point papers, spreadsheets, dashboards, financial reports, and other decision-support products for Government and PEO leadership.

Support portfolio and program reviews by analyzing cost, schedule, funding, staffing, contract performance, and other programmatic indicators.

Track contract funding run-outs, periods of performance, anticipated award dates, contractor deliverables, staffing levels, projected staffing requirements, and other portfolio-level execution metrics.

Support acquisition and contract-action readiness by tracking required documentation and progress against established baseline schedules.

Apply Agile and Lean execution principles to portfolio planning and capability delivery, including experience with frameworks such as SAFe, PI Planning, Product Ownership, backlog prioritization, and iterative delivery.

Support acquisition strategies designed for rapidly evolving technologies and mission requirements, emphasizing innovation-focused acquisition and rapid capability delivery rather than relying exclusively on traditional program-management approaches.

Apply knowledge of emerging and flexible acquisition approaches, including Other Transaction Authorities (OTAs), rapid prototyping pathways, continuous-improvement acquisition models, and flexible funding approaches, where appropriate.

Coordinate across Government program managers, acquisition organizations, contracting personnel, financial organizations, technical teams, mission stakeholders, and industry partners to facilitate effective portfolio execution.
