The Court Programs Division (CPD) is part of the Office of the State Court Administrator (OSCA) within OJD. CPD develops, implements, and evaluates programs for statewide application in the courts and for use by the public and government stakeholders. Programs are aimed at providing consistent and accurate information and tools to help navigate the court system, improving effectiveness and timeliness in the operating procedures of the courts, and supporting access to justice by eliminating barriers. CPD is responsible for strategic planning, data analysis and application, and performing high-level liaison work to develop policies and procedures to implement laws affecting court operations statewide.

What We Offer
~1 min readWe are hiring a Juvenile Legal Policy Advisor (Legal Policy Advisor) to join our team in Salem or Portland, Oregon.
In this role, you will help support OJD’s existing juvenile court programs by analyzing proposed legislation and current laws, rules, policies, and business processes. You will also help develop new juvenile programs aimed at improving outcomes for youth and families in the court. You will provide directions for collecting and analyzing court statistics on a statewide basis. You will draft legal forms, instructions, and training materials. You will also help develop and deliver a variety of training sessions for judges, OJD staff, and stakeholders in the juvenile legal system.
As a juvenile programs subject matter expert, you will provide legislative support and analysis by submitting legislative proposals, drafting and reviewing fiscal impact statements, and serving on legislative work groups and task forces. You will staff the Juvenile Court Improvement Advisory Committee and support related subcommittees and work groups. You will also provide input during Juvenile Delinquency Improvement Program Advisory Committee meetings and meetings related to the Oregon State-Tribal Partnership Grant. You will spend part of your time supporting federal grant objectives and tracking grant requirements.
Collaboration is a key part of this position. You will work closely with the Court Programs Division Director and the Juvenile Programs Manager to develop and implement strategic planning to improve the juvenile dependency and delinquency system to serve youth and families. You will also advise and consult with the State Court Administrator, the Chief Justice of the Supreme Court, judges, Trial Court Administrators, OJD staff at all levels, government agencies, the Oregon State Bar, Legal Aid, the Oregon Law Foundation, attorneys, mediators, community partners, and other stakeholders concerned with the handling of juvenile cases.
Assigned tasks may be changed to accommodate workload and organizational needs.

Current membership in good standing in the Oregon State Bar.

- Experience with juvenile law or juvenile court programs, preferably in Oregon.
- Knowledge of case law, Oregon Revised Statutes, and Oregon Administrative Rules.
- Experience accomplishing work through collaborative relationships with internal and external stakeholders.
- Experience analyzing existing or proposed policies, procedures, or legislation and developing recommendations.
- Skill identifying problems in business processes or other consequences of changes to legal systems and experience implementing responsive solutions to those identified problems.
- Experience and skill in preparing thorough and comprehensive written reports.
- This is a full-time, limited-duration position, and the work schedule currently is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.
- Some early morning, evening, weekend, and holiday work may be required, especially during legislative sessions, to meet deadlines and attend meetings.
- Some overnight travel is required to participate in meetings, events, and conferences and to visit local courts.
- Hybrid work may be available for this position. All hybrid work assignments begin, end, and change only with administrative authority approval. In-person meetings and in-person attendance for training sessions and other office events are required, regardless of any prior-approved and scheduled remote workdays.
- Daily management and multitasking of projects with conflicting requirements, priorities, and deadlines.
- Frequent contact with people from diverse backgrounds.
- Frequent long periods of sitting or standing.
- Occasionally lifting OJD equipment that weighs up to 15 pounds, such as a laptop computer required when commuting to onsite or remote work locations or when in work travel status.
- Must use and be familiar, experienced, and comfortable with using a full array of current technology tools and office software programs for accessing and doing work and research, and for communications on and off the work site. Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors and various software programs, copy machine, fax machine, and scanner.
