The process improvement team within G0 Army Fusion – Army Headquarters has a requirement for ICT Resources to support the ongoing maintenance and development of Army’s Battleworthiness Management System (BMS), based on the Modelpedia Holocentric application suite, which support Army’s operations and business enablement. b. The requirement is for four ICT Resources:
- Library Administrator – Business Modelling BSMO 4
- Lead Process Modeller – Business Modelling BSMO 4
- Process Modeller (2) – Business Modelling BSMO 3
All four positions are Key Positions and require a minimum NV1 security clearance.
Responsibilities
~1 min read- Custodian of the Army Battleworthiness Management System (BMS) Library in Modelpedia (customised Holocentric).
- Administer and govern the library, and act as a senior process modeller to quality-assure modelling artefacts before they are published.
- Administer the Army BMS Library including classification, naming, numbering, version control, access and lifecycle (draft, approved, superseded, archived, withdrawn).
- Manage publication, amendment, archival and withdrawal of controlled process models, policies, procedures, forms, templates and supporting artefacts.
- Administer Modelpedia / Holocentric workflows and ensure review cycles are undertaken to maintain currency with document and process owners.
- Maintain approval records and audit trails to support internal and external audit.
- Provide user support and guidance on Modelpedia, BMS conventions and document-control requirements.
- Report on currency, publication activity, review compliance and library health to BMS governance.
- Perform advanced process modelling where required to remediate, complete or restructure artefacts for library publication.
- Quality-assure process models for accuracy, consistency, completeness and compliance with approved modelling and Modelpedia conventions.
- Lead analysis, modelling and assurance of business processes that support the Army BMS, including complex functions and significant change.
- Lead development, review and maintenance of process models across multiple functions and transformation initiatives.
- Conduct advanced modelling of current and future state; select techniques and level of detail to meet the assigned objective.
- Analyse complex business activities, workflows and operational arrangements to identify opportunities for optimisation and improvement.
- Facilitate discovery workshops; obtain SME and senior agreement to models.
- Apply and contribute to Army BMS Policy and approved modelling standards.
- Direct and peer-review Process Modellers; prepare Modelpedia-ready packages for Library Administrator QA and publication.
- Support Army BMS governance with analysis, briefs and modelling outputs.
- Present complex process information in a clear and accessible manner tailored to stakeholder needs.
- Engage with process owners, subject matter experts and business representatives to obtain information required for process analysis and modelling activities.
- Undertake the Library Administrator role while the occupant of that role is absent.
- Analyse, model and maintain assigned business processes under general direction of the Lead Process Modeller or Library Administrator, using approved methods, and submit artefacts for publication.
- Develop and maintain current- and future-state process models in accordance with Army BMS Policy and modelling standards.
- Analyse complex business activities, workflows and operational arrangements to identify opportunities for optimisation and improvement.
- Select and apply appropriate techniques for the assigned objective covering activities, responsibilities, decisions and information flows.
- Engage process owners and SMEs; walk through models; obtain agreement and resolve gaps.
- Identify dependencies, inefficiencies and improvement opportunities; support approved change with documentation.
- Participate in QA and incorporate feedback from the Lead Process Modeller and Library Administrator.
- Submit production-ready packages.
- Report progress and issues to the Lead Process Modeller.
- Present complex process information in a clear and accessible manner tailored to stakeholder needs.
- Engage with process owners, subject matter experts and business representatives to obtain information required for process analysis and modelling activities.
- Library Administrator: Advanced skill level in the use of the Modelpedia / Holocentric software application.
- Lead Process Modeller: Advanced skill level in the use of the Modelpedia / Holocentric software application.
- Process Modellers: High level skill in the use of the Modelpedia / Holocentric software application.
- Business Modelling – SFIA BSMO Levels 4 and 3.
The roles support the ongoing maintenance and development of Army’s Battleworthiness Management System (BMS), based on the Modelpedia Holocentric application suite, supporting Army’s operations and business enablement
- The extent to which the Tenderer has proposed named Personnel who can perform the specified roles at the required SFIA 7 BSMO levels 4 and 3.
- The extent to which the Tenderer (and the proposed Personnel) have successfully delivered comparable process-modelling and model-library work within Modelpedia / Holocentric .
- Approach to delivery, quality and continuity including training and development of commonwealth resources.
- The extent to which the Tenderer’s pricing represents value for money for the four roles over the proposed term, including risk of hidden cost.
