The LC4ISREW Program supports Army Headquarters in exercising Chief of Army's Capability Operator responsibilities and is transitioning to a programmatic, multi-tranche delivery approach to deliver continuous capability outcomes and respond to emerging technology and operational requirements.

The Land C4 Development Team supports the continual modernisation of Army's Command, Control, Communications and Computing capabilities through LAND 4140. The Project Costing Services Officer will develop and maintain the cost evidence required for capability prioritisation, affordability assessments and investment decisions.

Working closely with Land Capability Division, Capability Development Division, Delivery Group stakeholders and Defence Finance Group, the role will ensure cost estimates, assumptions and supporting evidence are robust, traceable and defensible.

• →Develop and maintain cost estimates and cost models to support LAND 4140 capability development activities, prioritisation decisions and future submissions.
• →Coordinate costing activities across LAND 4140 work packages, capability tranches and related Land C4 modernisation initiatives.
• →Conduct affordability assessments, options analysis and cost comparisons to support capability management decision-making.
• →Maintain cost assumptions, supporting evidence and traceability required to support governance and assurance activities.
• →Support budget forecasting, expenditure analysis and financial planning activities in conjunction with the Land C4 Capability Management Office.
• →Prepare cost and affordability information for governance forums, decision-support products, briefings and submissions.
• →Contribute to the prioritisation and sequencing of capability development activities by analysing the cost implications of competing investment options.
• →Support engagement with Delivery Groups, Defence Finance Group and other Defence stakeholders on matters relating to costing, affordability and investment planning.
• →Support audits, assurance activities and other Program governance requirements.
• →Provide support, within discipline, to other functional areas across the LC4ISREW Program as required.

• Excellent knowledge of Microsoft Office and information systems.

• Ability to analyse and present complex financial information to support decision-making.

• Proven experience in project, program or capability cost model development.
• Previous experience in Defence financial management, cost estimation or budget planning roles.
• Degree in finance, economics, business, commerce, engineering or a related discipline.
• Experience working within the Defence Capability System.
• Experience supporting Defence submissions, governance processes or investment decision-making.
• Experience undertaking cost, schedule, affordability or investment analysis.

• Additional qualifications or practical experience outside their immediate field of expertise. Skills in project/program management, systems engineering, communications, business management or information technology are valued and assist in translating capability needs into credible investment, affordability and prioritisation outcomes.
• Understanding of Joint and domain-specific staff processes within operational and tactical level headquarters, enabling effective engagement with stakeholders and informed assessment of capability priorities.
• Knowledge or experience working within the One Defence Capability System, Defence governance structures, committee processes and investment planning frameworks.

Responses to this RFQ will be evaluated against the following criteria:

The Service Provider’s demonstrated understanding of the Services, Statement of Work, deliverables, Defence operating environment and any identified risks.

The Service Provider’s demonstrated capability and capacity to provide the Services, including:

• relevant skills, qualifications and experience of the proposed Professional Contractor;
• demonstrated experience performing similar work;
• ability to commence and deliver the Services within the required timeframe; and
• demonstrated knowledge of Defence and/or Commonwealth environments (where applicable).

The extent to which the proposed Professional Contractor satisfies the security, integrity, probity and personnel requirements of the RFQ, including:

• security clearance requirements;
• personnel integrity declarations;
• compliance with Defence security requirements; and
• ability to obtain and maintain required access to Defence facilities, systems and information.

The whole-of-life costs and total Fees to be incurred by the Entity, including assessment of the proposed Daily Rate, any discounts offered and overall value for money.

The extent to which the Service Provider’s response presents risk to the Entity, including:

• personnel availability and continuity risks;
• security risks;
• delivery risks;
• conflict of interest risks;
• reliance on subcontractors; and
• proposed use of Artificial Intelligence (AI) Systems.

• The results of referee checks and any previous performance information available to the Entity relating to similar engagements.
