Sr. System Developer (Defense Health Agency)

Based in the Washington, D.C. Metro area, Pivot Path Solutions, LLC is a government contracting and business solutions firm that offers enterprise IT solutions, strategic and acquisition planning, organizational development, and medical research and analytics services to help customers adapt and thrive in changing market conditions. 

Position Summary

Pivot Path is looking for a Senior Systems Developer in support of the Defense Health Agency (DHA)  on an important mission. In this role, you will have the opportunity to work with a great team while supporting the sustainment and modernization of DHA’s Enterprise Information Management (EIM) platform, an OpenText-based enterprise content and business process management platform, hosted in AWS GovCloud, that supports Military Health System application workflows including HAIMS, SPORTS, SNPMIS, Paper Records Tracking, FILER, and DMACS for service members, veterans, and their families. You will serve as the technical expert for designing, building, testing, and debugging application workflows and enhancements on the platform, working in an agile team that releases to production every three weeks. This is a full-time key personnel position based in the National Capital Region, with the ability to reach the Government site in Falls Church, VA within two hours, contingent upon contract award. 

• →Serve as the technical expert in the design, development, coding, testing, and debugging of new EIM application workflows and enhancements. 
• →Work with the Government and its support teams to understand and resolve application issues, and respond to requests for modifications or enhancements. 
• →Participate in application workflow development activities and coordinate technical requirements with the customer. 
• →Develop and configure workflows using OpenText AppWorks, Content Server, and Government-owned code in a multi-tenant healthcare platform. 
• →Deliver user stories through the agile sprint cycle: sprint planning, development, developer integration testing, demos, and retrospectives, using Government-furnished tools. 
• →Analyze, fix, and close trouble tickets in ServiceNow, and support after-hours production issues and weekend deployments as needed. 
• →Build and maintain standards-based interfaces (e.g., HL7, IHE XDR/XCA, FHIR, web services), including migration of interfaces to MuleSoft. 
• →Support COTS upgrades, IAVA patches, and security remediation, keeping delivered code free of CAT I and CAT II security findings. 
• →Use AI tools and techniques to reduce development time, improve deployments, and reduce defects. 
• →Deliver source code and documentation, and update technical design documents, interface control documents, and data dictionaries with each release. 

• Bachelor’s degree in Computer Science, Information Systems Management, Mathematics, Engineering, or a related field. 
• Minimum of ten (10) years of technical experience related to Health IT. 

• Demonstrated experience developing DoD systems using the DoD agile development process (DoDI 5000.02). 
• Demonstrated technical expertise in application and business process development. 
• Experience using Artificial Intelligence (AI) technologies to reduce development time, improve deployments, and reduce defects. 
• Knowledge of computer concepts and techniques to develop and apply automated solutions to engineering, scientific, or business data acquisition and management problems. 

• Experience implementing large-scale OpenText Content Suite, AppWorks, and Archive Center. 
• Experience with healthcare interoperability standards (HL7, FHIR, IHE, DICOM). 
• Experience with MuleSoft, Salesforce, or AWS GovCloud. 
• Experience with the Defense Health Agency or Military Health System. 

• This is a Public Trust position. 
• Must be able to obtain and maintain a favorably adjudicated background investigation for an ADP/IT-I or ADP/IT-II position designation (Tier 5 or Tier 3), and a DoD Common Access Card (CAC). 
• Must complete DoD/DHA-required HIPAA and Privacy Act training and sign a DHA Non-Disclosure Agreement before starting work.
