Manager, Project Controls

Primary Purpose
Manages major construction projects from planning through execution, aligning resources and processes with strategic objectives to deliver projects on time, within budget, and to specification.

Duties and Responsibilities

• Manages major construction projects and ensures compliance with governmental codes and specifications.
• Collaborates with leadership and key business stakeholders to manage projects from initial development through construction, ensuring alignment with strategic objectives and timely execution.
• Ensures teams adhere to standards and processes to meet project deadlines and budgets.
• Contributes to the definition of the organization structure and roles within the major projects group, identifying capability gaps.
• Negotiates, drafts, and manages contracts to ensure compliance with regulatory requirements, corporate policies, and industry standards.
• Develops and reviews project schedules, cost estimation, bill of materials, budgets, scope of work, standards and quotes from suppliers.
• Performs other duties as assigned.

• Required: Typically requires a 4 year degree in a relevant field, or equivalent combination of relevant education and experience.

• Required: Typically requires 8 years of related experience.

• Ability to drive performance consistency across project teams.
• Ability to lead teams delivering complex, high-risk projects.
• Ability to manage cross-project dependencies and systemic risks.
• In-depth knowledge of major construction project management frameworks.
• Knowledge of budgeting, forecasting, and financial accountability.
• Skill in aligning project outcomes with departmental and organizational objectives.
• Skill in influencing peers and senior stakeholders without direct authority.
