Position Overview
The ELC Finance Manager provides financial, grant coordination, and reporting support for the Epidemiology and Laboratory Capacity (ELC) grants as part of the Infectious Disease Epidemiology Team. This position supports both fiscal and programmatic grant management activities, ensuring timely reporting, contract compliance, and effective coordination with internal staff and external partners. Work is performed under general administrative direction.
Essential Duties & Responsibilities
Coordinate and participate in ELC grant meetings, including project and financial discussions.
Track grant deliverables and ensure accurate, timely reporting to the Centers for Disease Control and Prevention (CDC).
Monitor project progress and support staff in meeting grant timelines and performance measures.
Monitor and facilitate contracts and invoices; ensure costs are charged to correct funding lines.
Identify barriers to grant progress and collaborate with stakeholders to resolve issues.
Support ELC grant writing, continuation applications, and performance reporting activities.
Contribute to Infectious Disease Epidemiology Program planning, evaluation, and continuous improvement initiatives.
Perform additional related duties as assigned.
Required Qualifications
Bachelor’s degree in business, management, finance, computer science, or a related field, and four (4) years of relevant experience.
Strong written and verbal communication skills.
Ability to work independently and collaboratively in a multidisciplinary public health environment.
Proficiency with Microsoft Excel and Microsoft Word.
Ability and willingness to travel as needed.
Preferred Qualifications
Master’s degree in business, management, finance, computer science, or related field.
At least two (2) additional years of relevant experience beyond minimum qualifications.
Knowledge & Technical Skills
Knowledge of:
Epidemiology principles and public health surveillance
Grant and financial management
Project management methodologies
Data collection, analysis, and management
Statistics and statistical software
Infectious diseases, including transmission and risk
Medical terminology
Office productivity tools (word processing, email, internet, spreadsheets, analysis programs)
Skills & Abilities
Ability to:
Organize, analyze, and report public health and grant‑related information
Maintain high attention to detail and data accuracy
Adapt priorities in a dynamic work environment
Work effectively as both a team member and informal team leader
Communicate with local, state, and federal partners
Work independently as a self‑starter
Facilitate groups and speak publicly when required
Foster a respectful, inclusive, and non‑threatening workplace
Schedule & Work Environment
Part‑time position (half‑time) with flexible scheduling during standard business hours (Monday–Friday, 8:00 a.m.–5:00 p.m. ET).
Hybrid eligible: may routinely work remotely up to four (4) days per week. Additional remote work may be approved on a case‑by‑case basis by Maine CDC leadership.
Employee must follow State of Maine operational schedules, including holidays and weather‑related closures.
